    Well-founded data management systems are of vital importance for ocean observing systems as they ensure that essential data are not only collected but also retained and made accessible for analysis and application by current and future users. Effective data management requires collaboration across activities including observations, metadata and data assembly, quality assurance and control (QA/QC), and data publication that enables local and interoperable discovery and access and secures archiving that guarantees long-term preservation. To achieve this, data should be findable, accessible, interoperable, and reusable (FAIR). Here, we outline how these principles apply to ocean data and illustrate them with a few examples. In recent decades, ocean data managers, in close collaboration with international organizations, have played an active role in the improvement of environmental data standardization, accessibility, and interoperability through different projects, enhancing access to observation data at all stages of the data life cycle and fostering the development of integrated services targeted to research, regulatory, and operational users. As ocean observing systems evolve and an increasing number of autonomous platforms and sensors are deployed, the volume and variety of data increase dramatically. For instance, there are more than 70 data catalogs that contain metadata records for the polar oceans, a situation that makes comprehensive data discovery beyond the capacity of most researchers. To better serve research, operational, and commercial users, more efficient turnaround of quality data in known formats and made available through Web services is necessary. In particular, automation of data workflows will be critical to reduce friction throughout the data value chain. Adhering to the FAIR principles with free, timely, and unrestricted access to ocean observation data is beneficial for the originators, has obvious benefits for users, and is an essential foundation for the development of new services made possible with big data technologies.     The dissolved organic phosphorus (DOP) pool in marine waters contains a variety of different compounds. Knowledge of the distribution and utilization of DOP by phyto- and bacterioplankton is limited, but critical to our understanding of the marine phosphorus cycle. In the Baltic Sea, detailed information about the composition of DOP and its turnover is lacking. This study reports the concentrations and uptake rates of DOP compounds, namely, adenosine triphosphate (dATP), deoxyribonucleic acid (dDNA), and phospholipids (dPL), in the Baltic Proper and in Finnish coastal waters in the summers of 2011 and 2012. Both areas differed in their dissolved inorganic phosphorus (DIP) concentrations (0.16 and 0.02–0.04 μM), in the C:P (123–178) and N:P (18–27) ratios, and in abundances of filamentous cyanobacteria and of autotrophic and heterotrophic picoplankton. The mean concentrations of dATP-P, dDNA-P, and dPL-P were 4.3–6.4, 0.05–0.12, and 1.9–6.8 nM, respectively, together contributing between 2.4 and 5.2% of the total DOP concentration. The concentrations of the compounds varied between and within the investigated regions and the distribution patterns of the individual components are not linked to each other. DIP was taken up at rates of 10.1–380.8 nM d-1. dATP-P and dDNA-P were consumed simultaneously with DIP at rates of 6.9–24.1 and 0.09–0.19 nM d-1, respectively, with the main proportion taken up by the size fraction <3 μm and with DIP to be the dominant source. Groups of hydrographical and biological parameters were identified in the multiple regression analysis to impact the concentrations and uptake rates. It points to the complexity of the regulation. Our results indicate that the investigated DOP compounds, particularly dATP-P, can make significant contributions to the P nutrition of microorganisms and their use seems to be not intertwined. Therefore, more detailed knowledge of all DOP components including variation of concentrations and the utilization is required to understand the roles of DOP in marine ecosystems.

    Indicators are effective tools for summarizing and communicating key aspects of ecosystem state and have a long record of use in marine pollution and fisheries management. The application of biodiversity indicators to assess the status of species, habitats, and functional diversity in marine conservation and policy, however, is still developing and multiple indicator roles and features are emerging. For example, some operational biodiversity indicators trigger management action when a threshold is reached, while others play an interpretive, or surveillance, role in informing management. Links between biodiversity indicators and the pressures affecting them are frequently unclear as links can be obscured by environmental change, data limitations, food web dynamics, or the cumulative effects of multiple pressures. In practice, the application of biodiversity indicators to meet marine conservation policy and management demands is developing rapidly in the management realm, with a lag before academic publication detailing indicator development. Making best use of biodiversity indicators depends on sharing and synthesizing cutting-edge knowledge and experience. Using lessons learned from the application of biodiversity indicators in policy and management from around the globe, we define the concept of ‘biodiversity indicators,’ explore barriers to their use and potential solutions, and outline strategies for their effective communication to decision-makers.

    Marine and coastal activities are closely interrelated, and conflicts among different sectors can undermine management and conservation objectives. Governance systems for fisheries, power generation, irrigation, aquaculture, marine biodiversity conservation, and other coastal and maritime activities are typically organized to manage conflicts within sectors, rather than across them. Based on the discussions around eight case studies presented at a workshop held in Brest in June 2019, this paper explores institutional approaches to move beyond managing conflicts within a sector. We primarily focus on cases where the groups and sectors involved are heterogeneous in terms of: the jurisdiction they fall under; their objectives; and the way they value ecosystem services. The paper first presents a synthesis of frameworks for understanding and managing cross-sectoral governance conflicts, drawing from social and natural sciences. We highlight commonalities but also conceptual differences across disciplines to address these issues. We then propose a novel analytical framework which we used to evaluate the eight case studies. Based on the main lessons learned from case studies, we then discuss the feasibility and key determinants of stakeholder collaboration as well as compensation and incentive schemes. The discussion concludes with future research needs to support policy development and inform integrated institutional regimes that consider the diversity of stakeholder interests and the potential benefits of cross-sectoral coordination.

    The European Research Infrastructure Consortium “Integrated Carbon Observation System” (ICOS) aims at delivering high quality greenhouse gas (GHG) observations and derived data products (e.g., regional GHG-flux maps) for constraining the GHG balance on a European level, on a sustained long-term basis. The marine domain (ICOS-Oceans) currently consists of 11 Ship of Opportunity lines (SOOP – Ship of Opportunity Program) and 10 Fixed Ocean Stations (FOSs) spread across European waters, including the North Atlantic and Arctic Oceans and the Barents, North, Baltic, and Mediterranean Seas. The stations operate in a harmonized and standardized way based on community-proven protocols and methods for ocean GHG observations, improving operational conformity as well as quality control and assurance of the data. This enables the network to focus on long term research into the marine carbon cycle and the anthropogenic carbon sink, while preparing the network to include other GHG fluxes. ICOS data are processed on a near real-time basis and will be published on the ICOS Carbon Portal (CP), allowing monthly estimates of CO2 air-sea exchange to be quantified for European waters. ICOS establishes transparent operational data management routines following the FAIR (Findable, Accessible, Interoperable, and Reusable) guiding principles allowing amongst others reproducibility, interoperability, and traceability. The ICOS-Oceans network is actively integrating with the atmospheric (e.g., improved atmospheric measurements onboard SOOP lines) and ecosystem (e.g., oceanic direct gas flux measurements) domains of ICOS, and utilizes techniques developed by the ICOS Central Facilities and the CP. There is a strong interaction with the international ocean carbon cycle community to enhance interoperability and harmonize data flow. The future vision of ICOS-Oceans includes ship-based ocean survey sections to obtain a three-dimensional understanding of marine carbon cycle processes and optimize the existing network design.

    Climate change is characterized not only by an increase in mean temperature, but also an increase in the variability around the means causing extreme events like marine heatwaves. These events are expected to have strong influence on the ecology of marine foundation species such as the eelgrass Zostera marina. Bacterial and macroscopic foulers are ubiquitous in the marine environment; they can have detrimental impacts on macrophytes and warming is known to enhance bacterial fouling. Thus, to investigate the consequence of heatwaves on the chemical defense of eelgrass against microbial colonizers, we incubated Z. marina plants in the Kiel Outdoor Benthocosm system under ambient control conditions and two different heatwave treatments: a treatment experiencing two spring heatwaves followed by a summer heatwave, and a treatment only experiencing just the summer heatwave. The capacity to deter microbial colonizers was found to be significantly up-regulated in Z. marina from both heatwave treatments in comparison to Z. marina under control conditions, suggesting defense regulation of Z. marina in response to marine heatwaves. We conclude climate extremes such as heatwaves can trigger a regulation in the defense capacity, which could be necessary for resilience against climate change scenarios. Such dynamics in rapid regulation of defense capacity as found in this study could also apply to other host plant – microbe interactions under scenarios of ongoing climate change or extreme climate events like heatwaves.

    Wooden groin systems on the southwestern Baltic Sea coast are a traditional and important coastal-protection facility, but have been regularly infested and destroyed by the wood-boring bivalve Teredo navalis since the early 1990s. The occurrence of T. navalis was presumed to be limited mainly by the prevailing low salinities. Recently, a possible range expansion of this invasive species to the more eastern parts of the Baltic Sea has been discussed. T. navalis larval settlement was therefore monitored at the distribution boundary of the species in the Baltic Sea over a period of 4 years. At 7 stations along the prevailing salinity gradient on the Mecklenburg-western Pomeranian coast, larval traps were installed at regular time intervals, while at the same time water temperature and salinity were measured continuously every hour. Correlations between measured abiotic parameters and borehole abundance of T. navalis were tested. For the German Baltic Sea coast, no range expansion of T. navalis was confirmed. The salinity and temperatures at the groin systems varied among the study years, and significant correlations between T. navalis borehole abundance and salinity as well as temperature were found. Higher summer temperatures favor the T. navalis borehole abundance on the Mecklenburg-western Pomeranian coast, and may slightly shift the distribution border of this species toward lower salinities.

    Trophic models of the Ecopath with Ecosim (EwE) type and local ecological knowledge (LEK) have widely been applied to fisheries assessment and management. However, there are no specific methodologies describing how LEK from local fishers can be incorporated with the scientific data from the models in the context of ecosystem-based fisheries management. To our knowledge this is the first contribution exploring a systematic integration of LEK with EwE modeled output. An EwE food web model of the Nicoya Gulf ecosystem constructed 20 years ago and recently revisited by the authors and collaborators, was used in workshops to stimulate discussion among local stakeholders regarding changes in the marine ecosystem. For this study, 58 artisanal fishers were recruited to eight workshops. To assess the LEK, we documented the discussions, and the qualitative data were analyzed with quantitative frequency of responses to identify trends. Next, we systematically compared the changes in the fishery over time through an analysis of similar, complementary, and contradictory information across knowledge systems. In general, the analysis across systems reflected changes in species composition of the catches, paralleled by a harvest reduction in high-trophic-level species, as well as economic losses due to a shift in harvesting low-value species and due to an increase in operational costs. Particularly, we identified (1) similar pieces of information that delivered the same message, providing robust evidence of changes in the social–ecological system; (2) information complementary to each other, which together provided a broader picture (descriptors and attributes) of the changes of some fishing resources; and (3) conflicting pieces of information that indicated mismatches between sources of knowledge, which might suggest the cause of management problems. This study demonstrated how integrating knowledge systems can enhance our understanding of the state and changes in ecosystems, helping to improve fisheries management. We also found that an EwE model can be an effective communication tool to be used with fishers and to promote discussion and engagement. Our aspiration is to bring new and replicable tools to the policy interface in Latin-American fisheries, based on both stakeholder participation (including LEK) and the best scientific information available.

    Advancing our understanding of ocean biogeochemistry, biology, and ecosystems relies on the ability to make observations both in the ocean and at the critical boundaries between the ocean and other earth systems at relevant spatial and temporal scales. After decades of advancement in ocean observing technologies, one of the key remaining challenges is how to cost-effectively make measurements at the increased resolution necessary for illuminating complex system processes and rapidly evolving changes. In recent years, biogeochemical in situ sensors have been emerging that are threefold or more lower in cost than established technologies; the cost reduction for many biological in situ sensors has also been significant, although the absolute costs are still relatively high. Cost savings in these advancements has been driven by miniaturization, new methods of packaging, and lower-cost mass-produced components such as electronics and materials. Recently, field projects have demonstrated the potential for science-quality data collection via large-scale deployments using cost-effective sensors and deployment strategies. In the coming decade, it is envisioned that ocean biogeochemistry and biology observations will be revolutionized by continued innovation in sensors with increasingly low price points and the scale-up of deployments of these in situ sensor technologies. The goal of this study is therefore to: (1) provide a review of existing sensor technologies that are already achieving cost-effectiveness compared with traditional instrumentation, (2) present case studies of cost-effective in situ deployments that can provide insight into methods for bridging observational gaps, (3) identify key challenge areas where progress in cost reduction is lagging, and (4) present a number of potentially transformative directions for future ocean biogeochemical and biological studies using cost-effective technologies and deployment strategies.     Well-founded data management systems are of vital importance for ocean observing systems as they ensure that essential data are not only collected but also retained and made accessible for analysis and application by current and future users. Effective data management requires collaboration across activities including observations, metadata and data assembly, quality assurance and control (QA/QC), and data publication that enables local and interoperable discovery and access and secures archiving that guarantees long-term preservation. To achieve this, data should be findable, accessible, interoperable, and reusable (FAIR). Here, we outline how these principles apply to ocean data and illustrate them with a few examples. In recent decades, ocean data managers, in close collaboration with international organizations, have played an active role in the improvement of environmental data standardization, accessibility, and interoperability through different projects, enhancing access to observation data at all stages of the data life cycle and fostering the development of integrated services targeted to research, regulatory, and operational users. As ocean observing systems evolve and an increasing number of autonomous platforms and sensors are deployed, the volume and variety of data increase dramatically. For instance, there are more than 70 data catalogs that contain metadata records for the polar oceans, a situation that makes comprehensive data discovery beyond the capacity of most researchers. To better serve research, operational, and commercial users, more efficient turnaround of quality data in known formats and made available through Web services is necessary. In particular, automation of data workflows will be critical to reduce friction throughout the data value chain. Adhering to the FAIR principles with free, timely, and unrestricted access to ocean observation data is beneficial for the originators, has obvious benefits for users, and is an essential foundation for the development of new services made possible with big data technologies.     The dissolved organic phosphorus (DOP) pool in marine waters contains a variety of different compounds. Knowledge of the distribution and utilization of DOP by phyto- and bacterioplankton is limited, but critical to our understanding of the marine phosphorus cycle. In the Baltic Sea, detailed information about the composition of DOP and its turnover is lacking. This study reports the concentrations and uptake rates of DOP compounds, namely, adenosine triphosphate (dATP), deoxyribonucleic acid (dDNA), and phospholipids (dPL), in the Baltic Proper and in Finnish coastal waters in the summers of 2011 and 2012. Both areas differed in their dissolved inorganic phosphorus (DIP) concentrations (0.16 and 0.02–0.04 μM), in the C:P (123–178) and N:P (18–27) ratios, and in abundances of filamentous cyanobacteria and of autotrophic and heterotrophic picoplankton. The mean concentrations of dATP-P, dDNA-P, and dPL-P were 4.3–6.4, 0.05–0.12, and 1.9–6.8 nM, respectively, together contributing between 2.4 and 5.2% of the total DOP concentration. The concentrations of the compounds varied between and within the investigated regions and the distribution patterns of the individual components are not linked to each other. DIP was taken up at rates of 10.1–380.8 nM d-1. dATP-P and dDNA-P were consumed simultaneously with DIP at rates of 6.9–24.1 and 0.09–0.19 nM d-1, respectively, with the main proportion taken up by the size fraction <3 μm and with DIP to be the dominant source. Groups of hydrographical and biological parameters were identified in the multiple regression analysis to impact the concentrations and uptake rates. It points to the complexity of the regulation. Our results indicate that the investigated DOP compounds, particularly dATP-P, can make significant contributions to the P nutrition of microorganisms and their use seems to be not intertwined. Therefore, more detailed knowledge of all DOP components including variation of concentrations and the utilization is required to understand the roles of DOP in marine ecosystems.

    Indicators are effective tools for summarizing and communicating key aspects of ecosystem state and have a long record of use in marine pollution and fisheries management. The application of biodiversity indicators to assess the status of species, habitats, and functional diversity in marine conservation and policy, however, is still developing and multiple indicator roles and features are emerging. For example, some operational biodiversity indicators trigger management action when a threshold is reached, while others play an interpretive, or surveillance, role in informing management. Links between biodiversity indicators and the pressures affecting them are frequently unclear as links can be obscured by environmental change, data limitations, food web dynamics, or the cumulative effects of multiple pressures. In practice, the application of biodiversity indicators to meet marine conservation policy and management demands is developing rapidly in the management realm, with a lag before academic publication detailing indicator development. Making best use of biodiversity indicators depends on sharing and synthesizing cutting-edge knowledge and experience. Using lessons learned from the application of biodiversity indicators in policy and management from around the globe, we define the concept of ‘biodiversity indicators,’ explore barriers to their use and potential solutions, and outline strategies for their effective communication to decision-makers.

    Marine and coastal activities are closely interrelated, and conflicts among different sectors can undermine management and conservation objectives. Governance systems for fisheries, power generation, irrigation, aquaculture, marine biodiversity conservation, and other coastal and maritime activities are typically organized to manage conflicts within sectors, rather than across them. Based on the discussions around eight case studies presented at a workshop held in Brest in June 2019, this paper explores institutional approaches to move beyond managing conflicts within a sector. We primarily focus on cases where the groups and sectors involved are heterogeneous in terms of: the jurisdiction they fall under; their objectives; and the way they value ecosystem services. The paper first presents a synthesis of frameworks for understanding and managing cross-sectoral governance conflicts, drawing from social and natural sciences. We highlight commonalities but also conceptual differences across disciplines to address these issues. We then propose a novel analytical framework which we used to evaluate the eight case studies. Based on the main lessons learned from case studies, we then discuss the feasibility and key determinants of stakeholder collaboration as well as compensation and incentive schemes. The discussion concludes with future research needs to support policy development and inform integrated institutional regimes that consider the diversity of stakeholder interests and the potential benefits of cross-sectoral coordination.
