Research has been performed in Flanders (Belgium) in 2016 and 2017. Involved stakehodlers were flemish sugar beet farmers, processors as well as other value chain members. Though, the main stakeholders involved were farmers. The raw data cannot be published. Anonymized interview transcripts and focus group transcripts exist. However, as indicated in the informed consent, farmers did not agree to the raw data being published. The codes that resulted from data analysis are in this folder. Interview questions differed slightly from farmer to farmer as follow up questions may have been posed if needed. First interviews were performed, then focus groups were conducted and finally a workshop was organized. The qualitative reserach followed the research strategy and plan determined by the SUFISA project. On the project webpage (https://www.sufisa.eu/) more information can be found.

Widespread consensus has emerged around the importance of further agricultural intensification, if the nutritional requirements of the everexpanding global population are to be met (fao 2017). Mainstream models of agricultural intensification, closely linked to specialization, have proved to have a strong impact on the environment while also disconnecting agriculture from rural communities (Woods 2011; Primdahl and Swaffield 2010). Climate change and increasing urbanization pressures add urgency to the challenge of ensuring global food security without compromising the sustainability of social-ecological systems.

Unter den gegebenen marktwirtschaftlichen und förderpolitischen Rahmenbedingungen ist eine nachhaltige Landwirtschaft jedoch nur begrenzt tragfähig. Dies liegt vor allem daran, dass die - eigentlich positiv gestaltbaren - Rahmenbedingungen bisher nur unzureichend dazu beitragen die sozialen und ökologischen Kosten und Leistungen tatsächlich in das betriebswirtschaftliche Kalkül der Landwirte und Fischer einbezogen werden. Stattdessen sind die finanziellen Möglichkeiten der Erzeuger Boden, Wasser und Luft zu schonen und naturnahe Landschaften und Gewässer zu bewahren sehr eingeschränkt. Denn die Märkte spiegeln meist nicht die tatsächlichen Kosten der Land- und Fischereiwirtschaft wider. Vor diesem Hintergrund sehen sich politische Entscheidungsträger der großen Herausforderung gegenübergestellt, die Rahmenbedingungen so zu gestalten, dass die Land- und Fischwirte angemessene Einkommen erwirtschaften, soziale und ökologische Dienstleistungen erbringen und gleichzeitig unerwünschte Auswirkungen der Nahrungsmittelproduktion so weit wie möglich vermeiden. Das Europäische Forschungsprojekt SUFISA will Unzulänglichkeiten der Märkte und der Förderpolitik identifizieren und mögliche Korrekturen aufzeigen, um auf diesem Weg einen Beitrag zu einer nachhaltigen Landwirtschaft zu leisten. Im Rahmen dieses Projektes haben wir mit Fischwirten die aktuellen Herausforderungen der Bewirtschaftung von Landschaftsteichen in Franken und Kreislaufanlagen in Norddeutschland zusammengetragen. Darauf aufbauend möchten wir in Zusammenarbeit mit dem Ministerium für Landwirtschaft und Fischerei des Landes Mecklenburg-Vorpommern die Kormoranproblematik aufgreifen und mögliche Lösungsansätze in einem ersten Sondierungsgespräch diskutieren. Sofern das Thema auf Interesse stößt, werden wir eine weiterführende Veranstaltung organisieren. Der Termin für das Sondierungsgespräch orientiert sich am Deutschen Fischereitag. Ziel dieses ersten Sondierungsgespräches ist es, mit Praktikern aus Teichwirtschaft, Kreislaufanlagen, Fischhandel und -verarbeitung die Möglichkeiten einer effizienten Erzeugung von Satzfischen (K2) in Kreislaufanlagen ergebnisoffen zu beleuchten. Die Idee, K2-Karpfen in geschützten Anlagen aufzuziehen und dann in offene Teiche zu setzen, ist nicht neu. Doch die Rahmenbedingungen haben sich so verändert, dass eine aktuelle Diskussion sinnvoll sein könnte. Auch andere nachhaltige Ansätze zur Minderung der Verluste in der Teichwirtschaft wollen wir gern aufgreifen.

Darauf aufbauend möchten wir in Zusammenarbeit mit dem Ministerium für Landwirtschaft und Fischerei des Landes Mecklenburg-Vorpommern die Kormoranproblematik aufgreifen und mögliche Lösungsansätze in einem ersten Sondierungsgespräch diskutieren. Sofern das Thema auf Interesse stößt, werden wir eine weiterführende Veranstaltung organisieren. Der Termin für das Sondierungsgespräch orientiert sich am Deutschen Fischereitag. Ziel dieses ersten Sondierungsgespräches ist es, mit Praktikern aus Teichwirtschaft, Kreislaufanlagen, Fischhandel und -verarbeitung die Möglichkeiten einer effizienten Erzeugung von Satzfischen (K2) in Kreislaufanlagen ergebnisoffen zu beleuchten. Die Idee, K2-Karpfen in geschützten Anlagen aufzuziehen und dann in offene Teiche zu setzen, ist nicht neu. Doch die Rahmenbedingungen haben sich so verändert, dass eine aktuelle Diskussion sinnvoll sein könnte. Auch andere nachhaltige Ansätze zur Minderung der Verluste in der Teichwirtschaft wollen wir gern aufgreifen.
