In recent years, many cities have adopted action plans to become climate neutral in the coming decades. Hereby, a strong motivational factor has been the goal to realize a win-win situation in the long term: climate neutrality and sustainable functioning are not only beneficial for the environment, but are equally beneficial for society and for the economy if well-integrated trajectories are adopted. Nevertheless, as actors across the fields start to implement these plans, many practical obstacles have arisen. These barriers are typical of a systemic transition: dominant practices are characterized by path dependencies, vast institutional frameworks and vested interests that are hard to break through. At the same time, relevant initiatives typically show some elements of uncertainty and a long term return, factors that make it difficult to attract financial investments. The present article addresses the state of the art for current transition experiments in the region of Flanders, Belgium, focusing on actions related to energy and buildings in cities. A brief overview of the state of affairs in several cities and provinces is presented, and some important opportunities and bottlenecks are identified. The resultant findings are tested against the framework of transition theory and related literature on the subject. Subsequently, a set of possible strategies to overcome the above mentioned barriers is formulated. These strategies focus on effectively mobilizing actors and investments.

One of its primary goals is to enable scientists in analyzing petascale datasets both on classical high-performance computing (HPC) and on public cloud infrastructure. In only a few years, Pangeo has grown into a very productive community collaborating on the development of open-source analysis tools for science. It provides a set of example deployments based on open-source Scientific Python packages like Jupyter[2], Dask[3], and Xarray[4] that bring together scientists and developer with their actual use-cases. In this paper, we first describe Pangeo ecosystem and community. We then present its impact on the work of scientists from CNES on the HPC deployment there. We conclude with a future outlook for Pangeo in this agency and beyond.

Miller; Jean-Éric Tremblay; Christophe Monnin;The seasonal and spatial variability of dissolved Barium (Ba) in the Amundsen Gulf, southeastern Beaufort Sea, was monitored over a full year from September 2007 to September 2008. Dissolved Ba displays a nutrient-type behavior: the maximum water column concentration is located below the surface layer. The highest Ba concentrations are typically observed at river mouths, the lowest concentrations are found in water masses of Atlantic origin. Barium concentrations decrease eastward through the Canadian Arctic Archipelago. Barite (BaSO4) saturation is reached at the maximum dissolved Ba concentrations in the subsurface layer, whereas the rest of the water column is undersaturated. A three end-member mixing model comprising freshwater from sea-ice melt and rivers, as well as upper halocline water, is used to establish their relative contributions to the Ba concentrations in the upper water column of the Amundsen Gulf. Based on water column and riverine Ba contributions, we assess the depletion of dissolved Ba by formation and sinking of biologically bound Ba (bio-Ba), from which we derive an estimate of the carbon export production. In the upper 50 m of the water column of the Amundsen Gulf, riverine Ba accounts for up to 15% of the available dissolved Ba inventory, of which up to 20% is depleted by bio-Ba formation and export. Since riverine inputs and Ba export occur concurrently, the seasonal variability of dissolved Ba in the upper water column is moderate. Assuming a fixed organic carbon to bio-Ba flux ratio, carbon export out of the surface layer is estimated at 1.8 ± 0.45 mol C m-2 yr-1. Finally, we propose a climatological carbon budget for the Amundsen Gulf based on recent literature data and our findings, the latter bridging the surface and subsurface water carbon cycles.

Howev-er, in the real world, planes follow longer itineraries. This paper reviews the factors of de-tours, based on interviews with pilots and experts in air navigation. Factors relate to (1) technical constraints, (2) natural processes (including meteorological conditions) and obsta-cles, (3) geopolitical factors and (4) social factors, which are all explored in this paper. Their temporary vs. permanent and spatial impact (small vs. long detours) varies signifi-cantly among factors and among cases, as well as their avoidable nature. Abstract: The issue of renegotiation is becoming increasingly important as a tool to address uncertainty of publicprivate partnership (PPP) projects and as a mechanism to restore its economic and financial equilibrium. This paper aims to understand how and why renegotiations occur in long-lasting PPP projects and what are the pros and cons of the renegotiation. We depart from a literature review on contract incompleteness and on the determinant factors for the renegotiation of infrastructure concessions. To illustrate the discussion, the case studies of nine European PPP projects are analysed by examining the specific exogenous and endogenous determinant factors that conduce to renegotiating contracts. The implications of contractual renegotiations are explained and summarized through a comparison of our case studies with literature. Although renegotiation, per se, is not a solution for the successful implementation of PPP projects, our findings reinforce the idea of contractual flexibility as a tool that allows adapting to uncertainty. Moreover, effective communication mechanisms allow a better response to unforeseen events, reinforcing the partners commitment to deliver a winwin project.

Green Business Process Management (BPM) focuses on the ecological impact of business processes. This article provides a systematic mapping study of Green BPM literature to evaluate five attributes of the Green BPM research area: (1) scope, (2) disciplines, (3) accountability, (4) researchers and (5) quality control. The results allow developing a research agenda to enhance Green BPM as an approach for environmentally sustainable organizations. We rely on a dichotomy of knowledge production to present research directives relevant for both academics and practitioners in order to help close a rigor-relevance gap. The involvement of both communities is crucial for Green BPM to advance as an applied, business-oriented discipline.

To demonstrate the extent to which these indicators are not neutral, the case study focuses on airport noise indicators imposed by both the European Union and Flanders, Bel-gium, as they are applied to Brussels Airport’s operations. Three directions have been con-sidered. First, we unveil the spatial mismatch between protests and official noise contours that are supposed to reflect overall annoyance and sleep disturbance. Then we highlight the high sensitivity of the mandatory noise indicators (Lden, Lnight and dose-effect function) to both their definition and the thresholds considered. Second, we review the legislative pro-cess at the time the EU and Flanders adopted their regulation on noise assessment. It appears both the nature of the indicators and thresholds have been the subject of debate by EU Min-isters and MPs, while Flanders has imposed a dose-effect function that is arguably outdated and unusable in specific cases. Finally, we discuss the results through the lens of the authori-tative power of official noise indicators and related maps, which many journalists and schol-ars take for granted. All this contributes to the construction of distorted knowledge of noise issues and calls for a re-evaluation of the EU’s and Flanders’ noise indicators. info:eu-repo/semantics/published

Traffic signals are often implemented to provide for efficient movement and to improve traffic safety. Nevertheless, severe crashes still occur at signalized intersections. This study aims to improve the understanding of signalized intersection safety by identifying crash types, locations and factors associated with signalized intersections. For this purpose, 1295 police-reported crashes at 87 signalized intersections are analyzed based on detailed crash descriptions, i.e. crash data and collision diagrams. The information of the collision diagrams is used to distinguish six different crash types and to create a crash location typology to divide the signalized intersection into 13 detailed and different typical segments. Logistic regression modeling techniques are used to identify relations between crash types, their crash location on certain signalized intersection segments, the crash severity and the different features that affect their crash occurrence. Four dominant crash types are identified: rear-end, side (i.e. left-turn + right-angle), head-on and VRU crashes. The results of the logistic regression models showed that the crash location of these crash types is related to specific signalized intersection segments. The results also reveal important signalized intersection features that affect the crash occurrence. As a result, connections between certain signalized intersection crash types, their crash location and signalized intersection design characteristics have been found. The combination of intersection features with detailed signalized intersection segments provides valuable insights in the nature of signalized intersection crashes and the safety impact of signalized intersection design. To evaluate if the compound poly-β-hydroxybutyrate (PHB) might be a suitable immunoprophylactic measure in fish larviculture, its capacity to improve immunity and performance in European sea bass (Dicentrarchus labrax) yolk-sac larvae was explored. PHB was applied from mouth opening onwards to stimulate the developing larval immune system at the earliest possible point in time. Larval survival, growth, microbiota composition, gene expression profiles and disease resistance were assessed. PHB administration improved larval survival and, furthermore, altered the larva-associated microbiota composition. The bacterial challenge test using pathogenic Vibrio anguillarum revealed that the larval disease resistance was not influenced by PHB. The expression profiles of 26 genes involved e.g. in the immune response showed that PHB affected the expression of the antimicrobial peptides ferritin (fer) and dicentracin (dic), however, the response to PHB was inconsistent and weaker than previously demonstrated for sea bass post-larvae. Hence, the present study highlights the need for more research focusing on the immunostimulation of different early developmental stages for gaining a more comprehensive picture and advancing a sustainable production of high quality fry.

In the past one hundred years, concepts such as risk, safety and security have become ever more important and they represent a growing concern in our society. These concepts are also important subjects of study to enhance sustainability. During the past fifty years, safety science has gradually developed as an independent field of science. In this period, different concepts, theories, models and research traditions have emerged, each with its specific perspective. Safety science is now focused on finding ways to proactively achieve safety versus reaching safety in a reactive way. We think this increasing awareness and search for proactiveness can be found and presented when viewed in light of the systems thinking iceberg model, where increasing awareness and proactiveness can be seen as digging deeper into this systems thinking iceberg, discovering the levels of systems, structures and ultimately the mental models that are "below the waterline". It offers a way forward in understanding, and proactively managing, risk, safety, security and sustainable performance, in organizations and ultimately in society as a whole. In recent years, many cities have adopted action plans to become climate neutral in the coming decades. Hereby, a strong motivational factor has been the goal to realize a win-win situation in the long term: climate neutrality and sustainable functioning are not only beneficial for the environment, but are equally beneficial for society and for the economy if well-integrated trajectories are adopted. Nevertheless, as actors across the fields start to implement these plans, many practical obstacles have arisen. These barriers are typical of a systemic transition: dominant practices are characterized by path dependencies, vast institutional frameworks and vested interests that are hard to break through. At the same time, relevant initiatives typically show some elements of uncertainty and a long term return, factors that make it difficult to attract financial investments. The present article addresses the state of the art for current transition experiments in the region of Flanders, Belgium, focusing on actions related to energy and buildings in cities. A brief overview of the state of affairs in several cities and provinces is presented, and some important opportunities and bottlenecks are identified. The resultant findings are tested against the framework of transition theory and related literature on the subject. Subsequently, a set of possible strategies to overcome the above mentioned barriers is formulated. These strategies focus on effectively mobilizing actors and investments.

One of its primary goals is to enable scientists in analyzing petascale datasets both on classical high-performance computing (HPC) and on public cloud infrastructure. In only a few years, Pangeo has grown into a very productive community collaborating on the development of open-source analysis tools for science. It provides a set of example deployments based on open-source Scientific Python packages like Jupyter[2], Dask[3], and Xarray[4] that bring together scientists and developer with their actual use-cases. In this paper, we first describe Pangeo ecosystem and community. We then present its impact on the work of scientists from CNES on the HPC deployment there. We conclude with a future outlook for Pangeo in this agency and beyond.

Miller; Jean-Éric Tremblay; Christophe Monnin;The seasonal and spatial variability of dissolved Barium (Ba) in the Amundsen Gulf, southeastern Beaufort Sea, was monitored over a full year from September 2007 to September 2008. Dissolved Ba displays a nutrient-type behavior: the maximum water column concentration is located below the surface layer. The highest Ba concentrations are typically observed at river mouths, the lowest concentrations are found in water masses of Atlantic origin. Barium concentrations decrease eastward through the Canadian Arctic Archipelago. Barite (BaSO4) saturation is reached at the maximum dissolved Ba concentrations in the subsurface layer, whereas the rest of the water column is undersaturated. A three end-member mixing model comprising freshwater from sea-ice melt and rivers, as well as upper halocline water, is used to establish their relative contributions to the Ba concentrations in the upper water column of the Amundsen Gulf. Based on water column and riverine Ba contributions, we assess the depletion of dissolved Ba by formation and sinking of biologically bound Ba (bio-Ba), from which we derive an estimate of the carbon export production. In the upper 50 m of the water column of the Amundsen Gulf, riverine Ba accounts for up to 15% of the available dissolved Ba inventory, of which up to 20% is depleted by bio-Ba formation and export. Since riverine inputs and Ba export occur concurrently, the seasonal variability of dissolved Ba in the upper water column is moderate. Assuming a fixed organic carbon to bio-Ba flux ratio, carbon export out of the surface layer is estimated at 1.8 ± 0.45 mol C m-2 yr-1. Finally, we propose a climatological carbon budget for the Amundsen Gulf based on recent literature data and our findings, the latter bridging the surface and subsurface water carbon cycles.

Howev-er, in the real world, planes follow longer itineraries. This paper reviews the factors of de-tours, based on interviews with pilots and experts in air navigation. Factors relate to (1) technical constraints, (2) natural processes (including meteorological conditions) and obsta-cles, (3) geopolitical factors and (4) social factors, which are all explored in this paper. Their temporary vs. permanent and spatial impact (small vs. long detours) varies signifi-cantly among factors and among cases, as well as their avoidable nature. Abstract: The issue of renegotiation is becoming increasingly important as a tool to address uncertainty of publicprivate partnership (PPP) projects and as a mechanism to restore its economic and financial equilibrium. This paper aims to understand how and why renegotiations occur in long-lasting PPP projects and what are the pros and cons of the renegotiation. We depart from a literature review on contract incompleteness and on the determinant factors for the renegotiation of infrastructure concessions. To illustrate the discussion, the case studies of nine European PPP projects are analysed by examining the specific exogenous and endogenous determinant factors that conduce to renegotiating contracts. The implications of contractual renegotiations are explained and summarized through a comparison of our case studies with literature. Although renegotiation, per se, is not a solution for the successful implementation of PPP projects, our findings reinforce the idea of contractual flexibility as a tool that allows adapting to uncertainty. Moreover, effective communication mechanisms allow a better response to unforeseen events, reinforcing the partners commitment to deliver a winwin project.

Green Business Process Management (BPM) focuses on the ecological impact of business processes. This article provides a systematic mapping study of Green BPM literature to evaluate five attributes of the Green BPM research area: (1) scope, (2) disciplines, (3) accountability, (4) researchers and (5) quality control. The results allow developing a research agenda to enhance Green BPM as an approach for environmentally sustainable organizations. We rely on a dichotomy of knowledge production to present research directives relevant for both academics and practitioners in order to help close a rigor-relevance gap. To demonstrate the extent to which these indicators are not neutral, the case study focuses on airport noise indicators imposed by both the European Union and Flanders, Bel-gium, as they are applied to Brussels Airport’s operations. Three directions have been con-sidered. First, we unveil the spatial mismatch between protests and official noise contours that are supposed to reflect overall annoyance and sleep disturbance. Then we highlight the high sensitivity of the mandatory noise indicators (Lden, Lnight and dose-effect function) to both their definition and the thresholds considered. Second, we review the legislative pro-cess at the time the EU and Flanders adopted their regulation on noise assessment. It appears both the nature of the indicators and thresholds have been the subject of debate by EU Min-isters and MPs, while Flanders has imposed a dose-effect function that is arguably outdated and unusable in specific cases. Finally, we discuss the results through the lens of the authori-tative power of official noise indicators and related maps, which many journalists and schol-ars take for granted. All this contributes to the construction of distorted knowledge of noise issues and calls for a re-evaluation of the EU’s and Flanders’ noise indicators. info:eu-repo/semantics/published

Traffic signals are often implemented to provide for efficient movement and to improve traffic safety. Nevertheless, severe crashes still occur at signalized intersections. This study aims to improve the understanding of signalized intersection safety by identifying crash types, locations and factors associated with signalized intersections. For this purpose, 1295 police-reported crashes at 87 signalized intersections are analyzed based on detailed crash descriptions, i.e. crash data and collision diagrams. The information of the collision diagrams is used to distinguish six different crash types and to create a crash location typology to divide the signalized intersection into 13 detailed and different typical segments. Logistic regression modeling techniques are used to identify relations between crash types, their crash location on certain signalized intersection segments, the crash severity and the different features that affect their crash occurrence. Four dominant crash types are identified: rear-end, side (i.e. left-turn + right-angle), head-on and VRU crashes. The results of the logistic regression models showed that the crash location of these crash types is related to specific signalized intersection segments. The results also reveal important signalized intersection features that affect the crash occurrence. As a result, connections between certain signalized intersection crash types, their crash location and signalized intersection design characteristics have been found. The combination of intersection features with detailed signalized intersection segments provides valuable insights in the nature of signalized intersection crashes and the safety impact of signalized intersection design. To evaluate if the compound poly-β-hydroxybutyrate (PHB) might be a suitable immunoprophylactic measure in fish larviculture, its capacity to improve immunity and performance in European sea bass (Dicentrarchus labrax) yolk-sac larvae was explored. PHB was applied from mouth opening onwards to stimulate the developing larval immune system at the earliest possible point in time. Larval survival, growth, microbiota composition, gene expression profiles and disease resistance were assessed. PHB administration improved larval survival and, furthermore, altered the larva-associated microbiota composition. The bacterial challenge test using pathogenic Vibrio anguillarum revealed that the larval disease resistance was not influenced by PHB. The expression profiles of 26 genes involved e.g. in the immune response showed that PHB affected the expression of the antimicrobial peptides ferritin (fer) and dicentracin (dic), however, the response to PHB was inconsistent and weaker than previously demonstrated for sea bass post-larvae. Hence, the present study highlights the need for more research focusing on the immunostimulation of different early developmental stages for gaining a more comprehensive picture and advancing a sustainable production of high quality fry.

In the past one hundred years, concepts such as risk, safety and security have become ever more important and they represent a growing concern in our society. These concepts are also important subjects of study to enhance sustainability. During the past fifty years, safety science has gradually developed as an independent field of science. In this period, different concepts, theories, models and research traditions have emerged, each with its specific perspective. Safety science is now focused on finding ways to proactively achieve safety versus reaching safety in a reactive way. We think this increasing awareness and search for proactiveness can be found and presented when viewed in light of the systems thinking iceberg model, where increasing awareness and proactiveness can be seen as digging deeper into this systems thinking iceberg, discovering the levels of systems, structures and ultimately the mental models that are "below the waterline". It offers a way forward in understanding, and proactively managing, risk, safety, security and sustainable performance, in organizations and ultimately in society as a whole.
