In this model, regional convergence depends on policy treatment and regional economic structure, proxied by investment per capita and the demographic growth rate. The main originality of the model is its specification, dealing with temporal and spatial issues at the same time. Econometric estimations rely on a dataset of 143 EU14-NUTS1/NUTS2 regions observed over more than 25 years (from 1980 to 2005). Generalized Method of Moment estimation enables us to obtain consistent estimates of the beta-parameter along with estimates of the impact of regional policies and regional economic structure on regional growth. Our results suggest that Objective 1 programmes have a direct effect on regional GDP p.c. growth rates, whereas total structural funds do not. We interpret this result as an Objective 1 programme added-value, compared to total structural funds. However, these results do not mean that the non-Objective 1 structural funds have no impact on overall growth in the EU (e.g. through a technology diffusion effect) but they do not allow additional growth specifically in these regions, when we consider the spatial dependences. Moreover, consideration of the spatial dimension of the panel brings to light a still significant, but less important, impact of structural funds on convergence.

In practice to be efficient these methods require an accurate physical modeling of the dynamical model errors. These errors evolve along time and strongly interact with the large-scale state variables of interest. The generic design of large-scale geophysical models incorporating errors or uncertainty is consequently far from being an easy task. To address this issue, we propose as initiated by Mémin (2014) to model the fluid flow by a continuous semi-martingale. Within this simple assumption and Ito-Wentzell formula (Kunita, 1997), the material derivative, -- the derivative along the flow trajectory -- of a tracer has to be modified.Compared to a usual transport equation, three new terms appear in this expression: (i) a drift correction, (ii) an inhomogeneous and anisotropic diffusion and (iii) a multiplicative noise. These three terms are strongly linked together, which ensures desired properties such as energy conservation. With this stochastic version of the transport equation, it is possible to express the fundamental conservation laws of classical mechanics and to derive stochastic versions of a priori any fluid dynamics models. Following this procedure, we have derived and simulated a stochastic version of the Surface Quasi-Geostrophic (SQG) model. We have shown that the realizations of this stochastic version allows us to better resolve the small-scales in comparizon to the usual SQG model. Besides, we have evidenced that an ensemble of realization was able to accurately estimate at each time step the amplitudes and positions of the model errors in both spatial and spectral domains. In comparison a classical randomization of the initial state leads to an underestimation of one order of magnitude. Our ensemble also succeeded to predict density skewness and extreme events of the tracer at small scales. The presentation will explicit our stochastic version of the material derivative and comment the numerical results obtained.

We have cloned and characterised a novel non-symbiotic hemoglobin from oak roots (QpHb1) which exhibits a specific cellular distribution in the root. The QpHb1 gene is strongly expressed in the protoderm and the protoxylem cells in two Quercus species (Q. petraea and Q. robur) with contrasting adaptive potential to drought and flooding. The constitutive expression of QpHb1 in both oak species in specific root tissues combined with the reported presence of nitric oxide in the same tissues and its potential for protein S-nitrosylation could support a role for non-symbiotic hemoglobins in signalling changes in the root environment and/or in controlling some aspects of root development.

A similar principle for ordered semigroups is given in this paper. Applications to language theory extend standard results of the theory of varieties to positive varieties. They include a characterization of positive locally testable languages and syntactic descriptions of the operations L ? La and L ? LaA*. Next we turn to concatenation hierarchies. It was shown by Straubing that the n-th level Bn of the dot-depth hierarchy is the variety Vn * LI, where LI is the variety of locally trivial semigroups and Vn is the n-th level of the Straubing-Thérien hierarchy. We prove that a similar result holds for the half levels. It follows in particular that a level or a half level of the dot-depth hierarchy is decidable if and only if the corresponding level of the Straubing-Thérien hierarchy is decidable.

Honeybees and aphid parasitoids may suffer from side effects of insecticides during their beneficial activity. Our objective was the risk assessment of pesticides towards these non target insects in the field and a contribution to the setting up of lethal and sublethal toxicity tests in the laboratory. In Madagascar, we conducted an investigation to define the impact of crop protection farmers’ practices on honeybees, and we conducted an experimentation to estimate the effects of a treatment on aphid parasitoids. In France, we determined the acute toxicity of deltamethrin, lambda cyhalothrin, chlorpyrifos ethyl and pirimicarb, on the honeybee and on an aphid parasitoid, Aphidius ervi. We analyzed some parameters responsible for the variability of lethal dose 50 (LD50) values. We also investigated the effects of the insecticides on orientation responses of the honeybee and A. ervi, using a common behavioral test, the four-armed olfactometer. In Madagascar, insecticide treatment can occur during blooming and the farmers have observed negative effects on honeybee colonies. With regard to Hymenopterous parasitoids, we found out that the insecticide treatment contributes to delay their action in experimental cabbage field plots. In laboratory conditions, the toxicity varies according to the exposure route and to the active ingredient. The honeybee oral toxicity differed between collective and individual administration. The role of trophallactic interactions in the distribution of the active ingredient was evaluated. Thus, value of LD50 expressed in ng/bees varies according to the experimental conditions. The honeybees and A. ervi surviving the insecticide treatments showed no or little effect in their attraction responses in the four-armed olfactometer. On the other hand, in honeybees, LD20 and LD50 of deltamethrin decreased their capability to move. These perturbations might have an important effect on beneficial insects in an environment contaminated by pesticides.

International audience; When policymakers and private agents use models, the economists who design the model have an incentive to alter it in order to influence outcomes in a fashion consistent with their own preferences. I discuss some consequences of the existence of such ideological bias. In particular, I analyze the role of measurement infrastructures such as national statistical institutes, the extent to which intellectual competition between different schools of thought may lead to polarization of views over some parameters and at the same time to consensus over other parameters, and finally how the attempt to preserve influence can lead to degenerative research programs.
