The consortium will engage EU associations, CCA research groups, scientific experts, social engagement and communication institutions, innovation agencies and 1 Venture Capital Fund to co-create and validate innovative solutions, raise awareness, leverage citizens participation and promote sustainable exploitation of results towards the markets. RESIST will contribute to the EU agenda on CCA, through intervention in 3 main areas: Promote and demonstrate an innovative, more participative approach to resilience and CC adaptation in 4 demonstrator and 8 twinning regions (including 5 less developed regions in total) demonstrating >12 new solution lines, accelerating regional resilience and helping reach the adaptation-mission objectives of ‘building resilience and upscaling solutions through 100 demonstrators and accelerating the transition in 200 pilot regions and communities by 2030’ reaching already 4% and 6% of these aims by 2027, with 4 demonstrators and involvement of 12 regions Co-design and contribute to the development of new regional measures, policy instruments and social and technological solutions in 12 regions involving 22m citizens, increasing awareness/resilience by 10% and levels of green investments by 20%, reducing economic losses due to natural hazards such as floods by 14% and climate protection gap by 50%; Reduce time-to-market/risk for >100 new CCA Solutions from providers across Europe, offering them scale-up for their products.

For this end, GOBEYOND will capitalise on the legacy of EWS for high-impact geo and weather/climate events, and on the impact-forecasting algorithms from previous projects of the consortium. GOBEYOND will identify most innovative algorithms for geohazards and incorporate them with available weather/climate impact-based algorithms into a common IEWS. These algorithms will be integrated with high-resolution vulnerability, exposure and risk information at regional and local levels to describe the severity of the hazards in terms of the expected socio-economic impacts to evolve towards a real-time DSSs. MR-IEWS will be co-designed in a participatory framework in which authorities, citizens, and civil society representatives can feel listened to, and actively engaged in co-design and co-creation roles. GOBEYOND will test the MR-IEWS platforms developed for international (Europe and UfM countries), regional and municipal environments. This will be done through the 5 regional demonstrations in Andalusia (ES), Attica (EL), Campania (IT), a Canton in Switzerland and the Al Hoceima province (Morocco). A sixth demonstration in 4 EU municipalities will test advanced capabilities as communication services based on the latest developments on Site Specific Warnings, crowdsourcing techniques, artificial intelligence, SMS Cell Broadcast, and capacities to trigger actions from regional emergency and self-protection plans. The platforms will run in 6 real-time 24/7 operational demonstrations during 24 Months of the project to test them in real-time under conditions of operational use, achieving TRL 7 and 8.

Our main target is to combine downscaled climate change scenarios (applied to road infrastructures) with simulation tools (structural/geotechnical) and actual data (from existing and novel sensors), so as to provide the operators with an integrated tool able to support more effective management of their infrastructures at planning, maintenance and operation level. Towards this, PANOPTIS aims to: - use high resolution modelling data for the determination and the assessment of the climatic risk of the selected transport infrastructures and associated expected damages; - use existing SHM data (from accelerometers, strain gauges etc.) with new types of sensor-generated data (computer vision) to feed the structural/geotechnical simulator; - utilize tailored weather forecasts (combining seamlessly all available data sources) for specific hot-spots, providing early warnings with corresponding impact assessment in real time; - develop improved multi-temporal, multi-sensor UAV- and satellite-based observations with robust spectral analysis, computer vision and machine learning-based damage diagnostic for diverse transport infrastructures; - design and implement a Holistic Resilience Assessment Platform environment as an innovative planning tool that will permit a quantitative resilience assessment through an end-to-end simulation environment, running “what-if” impact/risk/resilience assessment scenarios. The effects of adaptation measures can be investigated by changing the hazard, exposure and vulnerability input parameters; - design and implement a Common Operational Picture, including an enhanced visualisation interface and an Incident Management System. The PANOPTIS integrated platform (and its sub-modules) will be validated in two real case studies in Spain and in Greece.
