Strengthening the quality and quantity of partnerships between research and innovation actors in EU Member states, in Associated Countries and in countries in Africa through networking events between research and business communities, through proposing the elimination of cooperation obstacles and optimising framework conditions and through raising awareness and disseminate information of cooperation opportunities for research and innovation partnerships offered by H2020 and by other major programmes in Europe and Africa. 2. Encouraging transnational coordination of programmes and policies for international cooperation in STI for greater coherence, joint ownership and resource efficiency, through advancing the model established by ERAfrica for jointly owned EU-Africa funding instruments for STI cooperation and through facilitating the launch and the management of calls for proposals around topics of mutual concern and relevance to the EU-Africa bi-regional partnership. 3. Supporting and enriching formal and informal processes of bi-regional STI policy dialogue between the EU and Africa through building wider understanding of the objectives and outcomes of formal bi-regional policy dialogue, through contributing to the evidence base for policy and decision making, including strategic priority setting, by the recognised governance structures of the EU-Africa STI partnership, e.g. HLPD, through supporting the implementation of outcomes of formal policy dialogue and through fostering exchange between formal and informal dialogue processes, and with relevant regional and sub-regional structures such as SFIC, AU technical committees and RECs. However, in several North African Universities, the lack of infrastructure dedicated to Innovation and Technology Transfer or, when it exists, the need to consolidate its position in the Innovation chain ecosystem, is creating a fundamental problem in the world race for Innovation and University performance. This is particularly pressing as the needs of businesses in terms of support for innovation are developing. In answer to this, the SATELIT project offers solutions locally (reinforcing skills and the exchange of good practices), nationally (the modernisation of national programmes) and on a regional scale (polarising Education and Innovation) by mobilising the driving forces.The SATELIT project will involve 22 partners from 6 countries in the Western Mediterranean (France, Spain, Italy, Morocco, Tunisia, Algeria) : 12 Universities, 3 Ministries of Higher Education, 3 Chambers of Commerce and Industry, 2 Research Centres, 1 local Authority, 1 University Association.Its wider objectives are to- bring together Higher Education and the Socio-economic world in North Africa- consolidate the Triangle of Knowledge and Innovation- reinforce skills and the exchange of good practices- increase the employability of PhD students

It seeks to create a long-term partnership of African and European stakeholders in a quadruple helix approach: government (programme owners and funding agencies), research and academia, private sector, and civil society. Impact will be sought by creating a framework, methodology, and cooperation model. The aim is to reduce fragmentation by aligning existing bilateral and multilateral frameworks. LEAP-RE establishes and jointly implements research, innovation, and capacity-building activities that respond to the Multi-Annual Roadmaps (MARs) developed in PRE-LEAP-RE. The programme opted for a large-scale, inclusive consortium of 96 partners from 34 countries and 2 international organisations, to ensure a broad thematic, geographical and stakeholder coverage, and to demonstrate the feasibility of the collaboration and build trust in view of a long-term partnership addressing the post-2025 period. LEAP-RE draws on the experience and partnership developed in PRE-LEAP-RE, which conceptualised and developed a framework for long-term, bi-regional cooperation in research, innovation, and capacity building in renewable energies. This partnership is further strengthened by previous collaboration between partners in other projects supporting the EU-Africa HLPD on STI, such as LEAP-Agri, ERAfrica, LEAP4FNSSA, RINEA, and CAAST-Net Plus. Furthermore, the proposal includes a number of R&I partners, 8 individual projects (formalised as Work Packages), which were chosen among expressions of interest received in late 2019.

As the number of refugees is increasing every year, Algeria has become in recent years a land of immigration and refuge. In the year 2019, Algerian universities registered more than 5,000 refugee students on average. In order to face this situation of crisis, it has become urgent to take charge of this vulnerable category, which shows a disadvantageous situation due to the absence of clear national regulations in favor of their integration into higher education in Algeria. The project Ci-RES, therefore proposes both regulatory and operational measures for the improvement of university services at the level of the partner universities as well as the at the level of the Ministry in order to ensure support at the educational, psychological, social and professional level. Distance training and face-to-face training are provided to the three target groups of the project, academic and administrative staff as well as refugees, through theoretical courses and other practices on the legal, academic and administrative aspects. Training in the Arabic and French languages will also support the social integration of refugees into university life. Practical workshops are scheduled and will enable the 3 target groups to express their needs and frustrations and to propose concrete solutions through open doors on employment and intercultural dialogue activities. Civil society members, NGOs, journalists and the ministry will be involved in these outreach activities. In the end, concrete measures of integration will be proposed through the creation of an office at the level of the vice-rectorates in charge of the external relations of the universities, a practical guide and an internal regulation will also be dedicated to the integration of the refugees in the university.
