This kind of tool would allow universities not only to provide useful information to their students, in order to guide them in the employment search, but also to adapt the training offer according to the effective needs of companies and enterprises. With this project, we intend to transfer this good practice to the universities in Vietnam, in order to help them develop an own Observatory system, to achieve the following objectives:1. To monitor the emerging economic sectors, providing a national overview and a deeper description at local level2. To understand and describe the enterprise’ structures and organisation3. To list all the professional roles within the enterprises, and to describe them in detail (tasks, activities, required competencies and skills)4. To find out, together with the entrepreneurs, the training gaps of each professional role, to collect feedback and suggestions on the best training offer for young people, who would like to develop their job career. 5. To activate a constructive dialogue between the teachers (who need to train students for the work) and enterprises (who create jobs thanks to their activities). The Observatory will carry out research on specific economic sectors, that will be published on a web platform for professionals where it will be possible to consult the professional qualifications (resulted from the Observatory's research) through predefined researches (eg by economic sector, by qualification, etc.) or by keywords.

Agroecology could be an important approach to meet this general objective - sustainable agricultural and food systems, - as it designs, develops, and promotes the transition towards biodiversity and low external input-based, socially sound farming and food systems. Thus, the CDAE project will create a new MSc programme in a specialized academic area and key regulatory/policy issue, namely “Agroecology” that is as much absent from Partner HEI graduate and postgraduate programmes as it is needed, address this absence and the needs of the region and incorporate ecological principles and knowledge into the study of cropping and farming systems so that professionals are well prepared for the future design and management of a sustainable agriculture and organic farming techniques. In addition, the “Agroecology Labs” that will be established in the participating universities will promote sustainable agriculture and will act as foci of research innovation and cooperation in the area. Moreover, the Agroecology Knowledge Hubs will be a powerful tool for the initial and continued training of the students and academics and will be used in combination with the Labs to ensure continued research cooperation among European and Asian HEIs as well as updating the staff’s knowledge and skills.

It is abundantly documented that most of these problems are due to both qualitative and quantitative limitations in food safety management, mainly due to inadequate skills of workers, who often do not operate in compliance with the good practices for food safety and quality, and to a poor official control system. This lack at the level of human resources is strongly related to the lacks in the higher education system, the improvement of which is object of our proposal by: a. increasing the capacity of Asian partner'university's staff in the area of food safety and quality, by sharing experiences and organising training courses.b. training them in ""training engineering"" (TE) methodology, encompassing 2 wide surveys, first on the relationships between the education system and professionals (public & private) and second on their skill's needs; c. developing 3 training modules in food safety & quality, adapted to the professional needs, to be included into master programs, with credit transfer between partners. This has also to be seen as a ""practical exercise"" of TE for the project team. Increasing the teacher's capacities (a) and helping them building adapted training modules (b and c) will consequently make the graduates more proficient when starting their professional lives.d. enhancing the links between partner universities and professionals, in order to build a sustainable relationships between these 2 ""worlds"", essential requisite to better training and research. It is also planned to involved university's top management, on necessary changes towards professionalization and feasible adaptation in their management strategye. Finally, the project's results will be disseminated in the ASEAN countries, notably through short technical training modules and E-Learning modules for teachers & professionals."

In this framework, the Ministry of Education and Training of Vietnam (MOET) has started to consider the tracer study of universities/ and colleges as a core priority for developing the higher education sector in the country. Since 2017 tertiary education institutions are asked to provide MOET with information on the employment condition of their graduates, yet the existent graduates tracking studies suffer inconsistency of contents and scatter methodology. The MOTIVE project, supported and inspired by MOET, aims at ensuring that the Vietnamese HE system address the challenging of reform policy implementation on graduates tracking by monitoring their transition towards the labour market as well as their employment situation, through the set-up of the first National Center for Graduate Tracking in Vietnam. Thanks to the set-up of the Center, the first graduates employment situation survey of the Vietnamese Graduates, developed on a unique methodology and tools, will be run, supported by the network of stakeholders to be set up during the Project. Capacity building activities, namely trainings and workshop addressed to Vietnamese universities staff, on how to manage and exploit graduates data for survey release and on how to support the policy reform of HE system, stays as a pillar of the initiative. The impact envisaged is to modernize the Higher Education sector by promoting an informative based approach to policy reform. The sustainable tools and methodologies develop within the initiative will help to evaluate, monitor and compare the success of higher education graduates, measure the effects of policies and assess the attainment of benchmarks and goals.
