Our needs analysis is based on a range of reports and surveys on public administration and e-government carried out for the last 2-3 years by international organizations (e.g. World Bank, OECD), national Ministries of Labour, the Employers' Confederation of Latvia (LDDK), and internet portals in Europe and Russia. One of the nine government transformation trends highlighted in the report of the Deloitte Center for Government Insights (2021) is accelerated digital government. Governments have accelerated their digital journey along three major dimensions: scaling digital infrastructure, creating a more digitally savvy workforce, and investing in citizen connectivity. This conclusion is in line with the Digital Europe programme for the period 2021-2027 which aims to strengthen investment in advanced digital skills as a cornerstone for the future in the employment, Digital competence is among the most demanding competencies of the future, along with social and learning competence, civil competence, and cultural awareness and expression (European Commission, 2018). Digital talent and skills are fundamental for an effective and sustainable digital transformation of the public sector. The 2021 edition of Government at a Glance reports that most OECD countries (76%) have strategies for the development of both user skills (e.g. email management) and professional digital skills (i.e. initiatives to attract and maintain specialists in digital technologies in the public sector) among civil servants. However, only 41% of the surveyed have conversion processes to increase the number of ICT professionals, and only 38% have partnerships with higher education on internships for ICT careers. In many countries, a career in the public sector is still considered as a good job opportunity.

The target groups of the digital and analog materials compiled in this project are teachers and adult, immigrant, and disadvantaged participants.<< Implementation >>The project management established guarantees the successful implementation for both partners. The partners meet for the kick-off event, confer and decide on the distribution of tasks as well as the project schedule and agree on which tools are used and work out the first steps. Afterwards, each institution develops four modules from which analog and digital materials are created. After the materials are tested and readjusted, the project is handed over and reflected on in the final meeting.<< Results >>The partners develop concepts for gaining digital basic education and compile methodological cards for teachers. Adult learners and the general public benefit from these analog and digital materials. The examination of the culture of remembrance in both countries demonstrates the current state of the discourse. Civic actions, such as the founding of associations and museums on the topic of remembrance culture, embody the common European values that we want to promote by means of this project.

Implementing a design-based research approach, it is intended to carry out a systemic study of the transfer of professional development of adults, including teachers, into practice, its main obstacles and tools for measuring effectiveness, analysing theoretical knowledge and international experience in coherence of the context and needs of Latvia. The impact of the results of current professional development of adults, including teachers, on practice in Latvia will be analysed, considering the context of existing policy priorities and ongoing reforms. An evidence-based framework for effective professional development of adults and for the transfer of its results into practice will be developed, offering validated practical solutions for assessing the effectiveness of the professional development in organisational and system levels. The results of the research will be presented in at least 5 international scientific conferences. It is envisaged that within the project 3 articles will be submitted or accepted for publication and 3 articles will be published in WoS or Scopus indexed journals/proceedings. It is planned that by the end of the project, 2 Master\'s theses will be defended.

Different researches as well the observations of different specialists show that in recent years more and more children suffer from the learning difficulties affecting speech, memory, attention, logical thinking, and other vital functions. In 2006 in the C. Turkington and J. Hariss indicated that already 20% of children from overall population have learning difficulties. In Latvia recent researches show that in 2016/17 approximately 20% from overall children in schools and kindergarten are with different learning difficulties and each year the number of children with learning difficulties is growing. Similar situation is also in other countries.To tackle this problem in 2016 the representative form the SIA ""Barboleta"" Ms. Baiba Blomniece Jurāne developed innovative learning balance board which with the movement helps to children improve the ability to concentrate, emotionally involve in the learning process and decrease the stress level and the work on the balance board is mixed with the task bars. In order to improve the usage and performance of the developed learning balance board, it is necessary to develop methodology for working with this learning balance board so that the exercises with the balance board can be easily incorporated in the learning process and in the work of the psychologists, special teachers, speech therapist etc. Therefore the main objective of the project “""Barboleta Learning Board Methodology” is to create, test and disseminate the working methodology, exercises and digital IT platform in the international level for the work and usage of the learning balance board. The target audience of this project primarily are teachers and different specialists working with the children. As indirect target group is identified children and pupils who will benefit from the learning process with the balance board and will improve their learning abilities, emotional stability and decrease the stress level.In the project implementation partners from 3 countries will be involved as it is important to get the knowledge form different specialists and professionals in different countries so that developed methodology and exercises can be used worldwide. Involved partner organizations have significant experience in the work with children and pupil with different learning difficulties, with the asylum seekers and one of the partners is the leading university in the country in pedagogy and psychology studies.During the project implementation it is envisaged to develop three Intellectual Outputs:1) Methodology for the work with the learning balance board. It is planned to develop clear guidelines for the specialists as speech therapists, psychologists etc. on the use of the learning board in different situations in order to improve the learning process and abilities.2) Exercises to use with the learning board. It is planned to develop exercises for learning native language, English, mathematics, reading skills development and memory function improvement. All developed exercises will be available in the project partner languages (Latvian, Italian, Lithuanian) and English.3) Digital IT platform where all exercises will be available for the use with the learning balance board.During the project implementation it is planned to develop and also test developed materials.The impact from the project implementation will be observed on several target groups:1) project partners - improved international cooperation capacity and improved competitiveness in the provided services;2) specialists as speech therapists, psychologists, teachers - innovative, effective and attractive learning method available for the use with children with learning difficulties and also other persons;3) children with learning difficulties - improved competencies and skills through the use of the learning board.It is expected that through different dissemination activities the wider audience will acknowledge the learning difficulties problem in nowadays and provided materials will enhance the inclusion of these persons in the education system and working environment."

To reach this multidirectional goal, the project proposes a broad research and communication program and defines four interrelated objectives: critically rereading the Latvian historiography of the 20th century in line with the perspective of social morphogenesis; reinterpreting Latvia’s master narrative of the 20th century in light of microhistory and mnemohistory; remediating Latvia’s history by focusing on the opportunities provided by digital humanities; rejuvenating the interdisciplinary research of Latvian history by providing opportunities for young and emerging scholars. The project results will include seven peer-reviewed monographs, at least 30 peer-reviewed research articles accepted for publishing, and recommendations on how to enhance history education, improve the use of digital resources in Latvian history research, as well as how to use historical knowledge in reducing the risks of disinformation and strengthening Latvia’s international image. The project also envisages diverse community outreach through expertise sharing, publications for the general public, and a citizen science campaign.
