Joint project for the modernization of educational programs in Engineering (security in the administration and management of computer networks and systems), national priority for Moldova and Kazakhstan, regional priority for Vietnam.GOAL IN EACH OF THE THREE COUNTRIES:Overcome skills gaps on the intermediate levels (technicians, maintenance and protection of the systems and networks) and upper level (design, engineering for the protection of computer systems and networks), improving the employability of students and perfecting technicians and executives in companies.Aim of the project is to create a Bachelor and a professional Master degrees for the development, administration, management, protection of computer systems and networks in businesses in Moldova, Kazakhstan, Vietnam, at least partly avaiable by distance learning. Wider objective is to enable Ukraine and Moldova to face the challenges of dealing with Human Rights policies in accordance with EU and international standards through capacity and institutional building measures. By developing and introducing new Bologna-compliant case-oriented master and doctoral curricula, intensive capacity building mechanism and establishing Offices of Student Ombudsman supported by Code of Academic Integrity the project will bring the following positive challenges in a short term:1. Improving of academic quality of Human Rights studies in Ukraine and Moldova;2. Society demand on promoting, facilitating and assurance of human rights concept and practices will be satisfied by comprehensive training services;3. Urgent necessity on qualitative legal support of internally displaced persons and refugees from zones of military conflict and occupied territories of Donbass and Crimea (Ukraine) and unrecognized territories of Transnistria (Moldova);4. Professional, language and personal skills of programme graduates allow them successfully extend their career on the preferred public or private law sector.Innovative character of the project:1. The project breaks the current stereotypes in the content of available academic HR curriculum in UA and MD and contributes to the fight against xenophobia and homophobia in society2. Students will be directly engaged in monitoring of human rights in their universities (identifying cases of discrimination, corruption, breach of privacy, etc.)3.) Some of human rights competences (rights of refugees, migrants) were not required by the market of legal services - now the situation has changed dramatically. The aggression of Russia led to the fact that 1.5m people have fled their homes and they have long would need support at different levels. The project provide the direct output for targeted Group - Internally displaced persons and refugees from occupied territories of Donbass and Crimea (Ukraine).

The need for reform and restructuring of the higher education (HE) system in Moldova is being held back by a lack of leadership and management capacity in the HE sector. To ensure that reform occurs, universities in Moldova need to build the capacity of their managers in relation to governance, strategic planning and management. Managers need to be able to drive through change and cope with the greater complexity that goes with increased size and independence. As part of this reform, leaders and managers need to ensure that their institutions are focused on the needs of the Moldovan economy and society.The project addresses the need for development for university leaders and managers in Moldova through the creation and implementation of a structured leadership and management programme, tailored to the specific needs of higher education institutions in Moldova. It will create structures and materials to support the programme as well as identify and equip dedicated facilitates where the training will take place. Learning will take place through lectures from visiting speakers, action learning sets, national management research projects, and exercises to strengthen professional networks. The project will ensure staff training workshops are developed and executed for the Moldovan university staff responsible for implementing the new programme. To support the ongoing sustainability of the programme, a cross university staff delivery network will be developed.During the life of the project, 208 Moldovan leaders and managers will have been developed through the programme with a demonstrable impact on their capacity to operate the governance, strategic plans and management of HEIs. In the year following the project, it is expected that a minimum of 128 managers will benefit from taking the programme in project institutions and that at least 14 additional Moldovan universities will have adopted the programme, thus enhancing the capacity for reform of HE nationally.

The COMPASS project addresses the process of integration of an inclusive and responsive University Lifelong Learning (ULLL) as the one that requires immediate national and institutional response and joint action in in Moldova. Enabling national HE bodies and HEIs to strategically manage integrated LLL in the provision of higher education are regarded to be the project’s overall objective and the main underpinning of the Moldovan’s accountable and complementary role in EHEA.The target groups: representatives of the Ministries of Higher Education; Bologna promoters at national level; senior managers of universities, directors of ULLL, ULLL operational staff. The project's main outcomes:1. Creating and implementing national legislative that has been lacking to date in Moldova: National LLL Roadmap; Regulation for validation of prior learning, including formal and informal (VPL); Regulation on application of the existing ECTS tools and procedures to LLL; etc.).2. Developing and implementing effective university strategies on integrated LLL along with coherent institutional measures capable of lifelong guidance and VPL, improving institutional capacities for increasing widening participation in LLL.The impact of this project on the national HE bodies and Bologna follow-up group (BFUG) in Moldova and Belarus will be enable them to review more effectively the progress on topics they have identified; to develop future strategies and to formulate targets for ULLL in the next phase of the HE reforms.At institutional level, universities will be more effective in judging and improving their own performance in the use of the Bologna tools (flexibility, ECTS, VPL). In addition, they will learn from case studies of best EU practices and details of institutions that have successfully innovated in this field and be better able to create new pilot actions on national, regional and European levels.

The aim of the QFORTE project is to contribute to deeper integration of Moldova into EHEA through the enhancing of quality assurance in higher education system.Specific Objectives:OB1: To promote and strengthen the QA culture in Moldova and to build national consensus of the key-actors on the development issues by Nov, 2023.OB2: To develop and advance a national legislative framework and stimulate regulatory changes on QA in HEIs in Moldova by Nov, 2023.OB3: To enhance the QA management of HEIs in Moldova through International institutional accreditation by Nov, 2023 OB4: To build the institutional capacities of HEIs in Moldova for efficient and effective implementation of QA reform by Nov, 2023.The project's key target groups are the representatives of the Ministries responsible for higher education; representatives of the Agencies for Quality Assurance, Bologna promoters at national level; heads and senior managers of universities. The secondary target groups are directors of QA departments, Bologna co-ordinators in HEIs, QA operational staff.QFORTE seeks to ensure that the views of the university sector are taken into account at national-level policy discussions on internal and external quality assurance. It also will support its members in developing internal quality systems and aims to promote institutional quality cultures.
