In line with the EU Action Plan to enhance preparedness against chemical, biological, radiological and nuclear (CBRN) security risks and the overall Security Union approach to fight crime and terrorism, PROACTIVE aims to enhance societal CBRN preparedness by increasing Practitioner effectiveness in managing large, diverse groups of people in a CBRN environment. This will be achieved by testing common approaches between European Practitioners such as Law Enforcement Agencies (LEAs) and First Responders. These will be evaluated and validated against the requirements of civil society, including vulnerable groups of citizens reflected in the European Security Model. A Practitioner Stakeholder Advisory Board and a Civil Society Advisory Board will extend the representation of both sides in several surveys, focus-groups, workshops and field exercises. A benchmark study between LEAs will identify common approaches in assessing CBRN threats and the protocols and tools used to help citizens. Liaising with the eNOTICE H2020 project, three joint exercises will include role play volunteers recruited by PROACTIVE. They will evaluate the acceptability and usability of existing procedures and test new tools developed within PROACTIVE to provide innovative recommendations for Policy-makers and safety and security Practitioners. PROACTIVE will result in toolkits for CBRN Practitioners and for civil society organisations. The toolkit for Practitioners will include a web collaborative platform with database scenarios for communication and exchange of best practice among LEAs as well as an innovative response tool in the form of a mobile app. The toolkit for the civil society will include a mobile app adapted to various vulnerable citizen categories and pre-incident public information material. These will provide valuable inputs to the EUROPOL initiative to develop a knowledge hub for CBRN activities and help consolidate the EU Action Plan to enhance preparedness for CBRN threats.

The aim of the HyResponder project is to develop and implement a sustainable trainer the trainer programme in hydrogen safety for responders throughout Europe, supporting the commercialisation of hydrogen and fuel cell technologies by informing responders involved in the permitting process, improving resilience and preparedness, and ensuring appropriate accident management and recovery. The specific objectives of the project include the development of clear and updated operational, virtual reality, and educational training for trainers of responders to reflect the state-of-the-art in hydrogen safety. The European Emergency Response Guide for responders will be revised to reflect advancements. The materials will incorporate identified intervention strategies and tactics for liquefied hydrogen applications. A Pan-European Network of responder trainers will be established and trainers from at least 10 European countries will attend a bespoke course in hydrogen safety pertinent to responders. Using feedback from the network on national specificities, educational training materials will be adapted where required to reflect regional peculiarities. The materials for responders will be translated and made available in 8 languages via an e-Platform. The translated materials will be utilised by the newly trained trainers to deliver workshops in 10 countries across Europe enhancing the reach and impact of the programme. National Training Clusters will be developed to consolidate links between the hydrogen safety and responder communities and to support the delivery of workshops at a national level. Through the establishment of an International e-forum for responders, and the integration of the translated materials in the e-Platform, it is anticipated that a sustainable pan-European training programme in hydrogen safety for responders will be developed, which will be recognised as the standard in hydrogen safety training across Europe.

STAMINA develops an intelligent decision support toolset for pandemic prediction and management and demonstrates its use by practitioners at national and regional levels within and across EU borders. The STAMINA toolset enables national planners and first responders to anticipate and respond to the the “known-unknowns” in their daily effort to enhance health security. Main functionality of the toolset includes: • Real-time web and social media analytics aiming at public trust monitoring and flagging possible disease outbreaks • POCT and smart wearable diagnostic devices for first line screening • Predictive modeling of pandemic outbreak and its impact, along with decision-making support in implementing mitigation strategies, • Early Warning System • Crisis management tool defining the roles and actions of key actors during crisis management • Scenario Generation tool for creation of training scenarios • Common Operational Picture as the main interface of the solution enabling timely and coordinated response The toolset is accompanied by a set of Guidelines on effective implementation of risk communication principles and best practices in cross-organisational preparedness and response plans. The use of the STAMINA toolset will be demonstrated through 12 national and regional small-scale demonstrators and one large-scale cross-border simulation exercise involving all consortium partners.
