Promoting cycling as an alternative to short car trips under 5 km can contribute to this healthy lifestyle in order to meet the WHO recommendations, and at the same time reduce the economic costs for society as well as the impact in the environment of the excessive motorization of European cities. The United Nations Sustainable Development Goals (SDG) target 11.2 aims to provide access to sustainable and safe transport systems, with special attention to the needs of those in vulnerable situations, women, children, persons with disabilities and older persons. For this reason the WHO has proposed a number of actions to promote physically active transport modes such as walking and cycling. Moreover the European Commission has acknowledged that EU transport policy should aim at ensuring sustainable mobility for all citizens by “decarbonising” transport; In its 2011 Transport White Paper recognised that in urban areas, walking and cycling, together with public transport, often provide better alternatives not only in terms of emissions, but also of speed, and in 2015, the EU ministers of transport adopted a declaration on cycling as a climate friendly transport mode. However, the perceived road safety risks remain an obstacle for many potential cyclists to chose cycling as an alternative to the car mode of transport. Fatalities involving cyclists made up 8% of the total number of road accident fatalities in 2018 in the 28 EU countries counting 2.160 people killed in road crashes. Cycle incidents are a common cause of physical injury and death in children and adolescents as well, constituting the most vulnerable group of road users, since traffic fatalities is the first cause of death for the ages 5-29. While further integration of cycling into transport policy, by giving more attention to increased road safety and encouraging cities to adopt Sustainable Urban Mobility Plans (SUMPS) which address active transport, is the way to establish a cycling culture and reduce cycle-related injuries, educational interventions is also an important strategy. However, the way Traffic Safety and Mobility Education is provided in European Schools differs widely across Europe. Traffic safety is not a dedicated lesson in primary and secondary education for the majority of member states, while cycling tests (i.e. ensuring that every student knows how to safely ride a bicycle after finishing school) are not mandatory for most countries. This explains the inconsistency on knowledge, skills and safe behaviours among road users across Europe concerning cycling which is also reflected into modal share choice as well as in injuries and fatalities statistics. In this context 6 organizations from 6 European countries join forces in order to improve traffic safety and mobility education on safe cycling by exchanging experiences and good practices through 2 train-the-trainers Seminars in Norway and Netherlands: the Greek Road Safety Institute ""Panos Mylonas"" (coordinator), the Norwegian Council for Road Safety (Trygg Trafikk), Stichting Responsible Young Drivers Nederland (RYD NL), the Icelandic Brautin, the Romanian Association For Youth And Students In Partium and the Irish Trinity College of Dublin. The trainers will later implement 2 training activities for Young people (members of Youth and Sports clubs, cycling and voluntary organizations etc.) that will be organized in Greece and Romania. The workshop aims to provide young people a holistic approach training on safe cycling skills as well as information on European policy issues and capacity training for the development of road safety awareness and advocacy campaigns for the promotion of safe cycling in their countries. 1. Safe Cycling training: with the support of road safety and cycling simulators2. Cultural Cycling: on site, practical training on vehicle dynamics and basic cycling skills while exploring he culture of an urban city by cycling in safety.3. Research on Cyclists behaviour: observational studies on helmet use and distraction while cycling4. Making an Awareness Campaign: Using the knowledge and research insights young people will implement a Road Safety campaign for the promotion of safe cycling in their countries.Cycling In Safety (CIS) aims to be the first step for bridging the gap between North and South in terms of promoting a cycling culture as well as cycling education for young people. The project outcomes, as well as the trainings will serve as the first material for the development and implementation of a Road Safety Educational Programme on safe cycling using state of the art methodologies and educational techniques that could be further elaborated and disseminated through a KA2 project."

Moreover, Teachers are not adequately trained on how to deliver road safety activities in class. According to ETSC the way how traffic safety and mobility education is addressed during the education of teachers also differs greatly across Europe. Taken the above into consideration it may come with no surprise that according to the latest WHO Global Status Report on Road Safety (2018), road traffic injuries are the biggest killer that school-age children face worldwide. Every 3 minutes a child or young person dies as a result of road traffic injury: 227,000 children (0-19) die on the world’s roads every year while walking, cycling or riding on motorcycles. For every child who dies, another suffers a life changing disability.MOVING STARS (MOVING Safely To All RoadS) project aims to bridge this gap by bringing together schools, road safety experts, teachers and advanced educational applications developers to design, implement and validate an innovative games-based learning/teaching programme for Traffic Safety & Mobility Education. The project objectives are to O1: set the pedagogical framework of the training programme for the delivery of Traffic Safety and Mobility Education through traditional movement based learning games and interactive Serious Games techniques. O2: develop a Training Programme that will provide critical support to primary school teachers as they utilize various types of games and interactive activities in order to teach Road Safety. O3: design and develop a movement-based learning game app using motion sensing input devices, O4: Create a Hub for traffic safety exploiting the project outputs at selected schools that will consist the Network of 100 pilot schools, and O5: develop and pilot a systematic validation methodology that could identify the measurable impact of the proposed approach.The work is divided into 7 main activities, namely: A1 PROJECT MANAGEMENT & QUALITY ASSURANCE (Leader: RSI. Since 2009 RSI has trained more than 220,000 students and 800 teachers of primary and secondary schools. RSI has promoted and advocated for the introduction of Traffic Safety & Mobility Education in Greek schools as a compulsory subject. It has been selected by the Ministry of Education as one of the major organizations to consult the Ministry and participate in the development of relevant resources (Educational Radiotelevision road safety videos and digital creation contest). ITS, based in Poland, is the main Traffic Safety and Mobility Education provider in its country and has developed educational materials for teachers and students on different road safety issues, class scenarios, aids for teachers etc. OMEGA, based in Greece, is an IT company with expertise in 3D e-learning applications among others. OMEGA has already developed the e-Drive Academy (www.edrive.yme.gov.gr) under the auspices of the Ministry of Infrastructure, Transport and Networks, a platform dealing with Road Safety training and awareness issues. INNOFY, based in Greece, is a Compliance and Enterprise Risk Management Services company in Greece recognized for Responsible Research and Innovation services. Escola A. Aguilera, based in Spain, is a center of education for early childhood and primary education in Terrassa. Zographeion, based in Turkey, is a minority school in Instabul and Kildare Town Educate Together, based in Ireland, is a primary school that caters for children from Junior Infants(4 Years old) to 6th Class (12 years old)."

Traditional approaches to traffic safety shall be complemented by a cultural perspective which has emerged recently in safety research and prevention. Safety culture has been identified as an important factor of road safety as it helps understanding and explaining the typical patterns of risk perception and risk taking that prevail in different national, regional or local traffic systems as well as their relationships with numbers and forms of accidents. A weak safety culture produce higher numbers of accidents which are more severe. A strong safety culture helps reducing the number of accidents as well as mitigating their severity. It strengthens safety relevant attitudes and behaviour and it is also a condition for making road safety measures more effective. According to a working definition of the US Department of Transportation Safety Council (US DOT), traffic safety culture is defined as the shared values, actions, and behaviours that demonstrate a commitment to safety over competing goals and demands. However, a unified concept of safety culture still does not exist. Therefore, the project will elaborate an empirically grounded and theoretically adequate concept of traffic safety culture, based on this definition by conducting a number of case studies of different traffic safety cultures across Europe. It focuses on the safety cultures that emerge under different institutional, demographic and topographical conditions and their influence on the numbers and forms of accidents. Research focuses on the culturally mediated interaction between traffic participants and their environment in terms of the cultural patterns of risk taking and risk perception. It also looks at those cultural elements that can be changed easily in order to improve road safety of the investigated traffic systems.
