The project is based on the assumption that there is no possible quality without equity. For it, the project involves the participation of 35 universities from 15 countries from Latin America and 5 European countries. It will be developed for 36 months from 2016 to 2019.ORACLE is an innovative project although it seeks to give continuity and sustainability to 4 ALFA.3 projects supported by the EU. In order to achieve an optimal function of the Observatory, previously, it is going to be built a Quality and Equity Unit (UCE) in each one of the 30 universities that participate in the project. These UCE's will propose and design actions, policies and strategies of institutional quality assurance and equity. Likewise, these institutional units will operate in a reticulated way and they will be the starter point and the main emphasis of ORACLE. The creation of new structures will encourage the Organizational Development of the Higher Education institutions of ""la Región"".The groups in vulnerable situation that ORACLE's Observatory is focused on are a total of eight: indigenous people, women, people with disabilities, non- traditional students, population with very low HDI, immigrants, ethnic minority groups and citizens from rural areas. ORACLE aims to provide an integral and integrated service and, unlike other initiatives, it is not exclusively circumscribed on the academic development of the students, but it will also work with people in vulnerable situations among all levels (professors, students, administrative staff and managers) and all institutional functions: teaching, research and management."

Through cross-fertilization, EU can reinforce its footprint in the higher education systems in the region. Panama is a small and dynamic country receptive to modernisation, and willing to introduce a regional approach. Involving Cuba - isolated so many years - is an important step towards integrating the higher education on the island in a regional context. The Cuban Ministry of Higher Education is a partner in the project and is willing to promote a comprehensive introduction of higher education internationalisation in the country. To achieve concrete results and avoid opportunistic behaviours with uncertain long-term benefits, universities need to engage in a structured internationalisation process.FORINT aims to integrate the international dimension into the teaching, research and service functions of Cuban and Panamanian higher education system, and to strengthen the universities' capacities for education and research and improve their academic quality and standards. The project will use a comprehensive methodology directed at the target audiences of universities ( faculty, administrators and students), addressing a full spectrum of internationalisation objectives, including raising awareness, increasing the visibility of institutions within the region and establishment of international contact points in each partner university.Measurable results will be achieved during the lifetime of the project, visible as concrete international partnerships enabled by the partners’ participation in international and regional conferences. The outcomes of the projects will be turned into guidelines accessible to all institutions in the region willing to replicate the process. The FORINT portal will extend the impact of the project beyond its lifetime, facilitating international cooperation.

This tool complements the actual QA systems currently limited to quality of teaching and research. This fosters an evolution towards an impact-driven culture in the institutions which improves the quality and relevance of the services that they provide to their community. The project results in an impact QA system, inspired by EU experience and customized to the 3 national contexts. The HEIs are capacitated for applying the quality referential at the institutional level (impact is measured and included in strategic development) and at the functional level (more activities/projects are targeted at local communities and their impact is maximized). The fitness for purpose and practical relevance of this QA system are verified by its implementation in 11 universities, under the mentorship of European experts. Results and best practices are compiled in two publications series: one for senior university management explaining how to measure, monitor and increase impact and collecting best practices. The second series, for faculty and specialist staff, provides guidelines and inspiration on how to maximize impact of universities activities for local environment and illustrates it it by a case studies compendium. Main findings and recommendations are shared with the 3 countries stakeholders during the project conference to build awareness and stimulate replication. The project promotes cultural changes in the universities who understand better how to answer the needs of their environment how to engage into innovative and more impactful activities. Regional & local communities benefit from the concrete results of the pilot projects and tighten their links with HEIs open to the local environment.

The project further developed/implemented a regional qualifications framework for Central American HE (‘MCESCA’) – proposed by the prior project Alfa PUENTES (2011-14) – that defines what a student should know, understand and be able to do after each HE cycle, in a Central American social and political context. HICA further completed the MCESCA by defining learning outcomes for pre-bachelor, short-cycle programmes. This was done through national focus groups and consultations with academics, students and other social partners in the different CA countries, guided by a Technical Team that was appointed by national university associations. The project also examined time/credits required for the different HE cycles, with the objective of defining credit ranges to achieve the learning outcomes of the MCESCA. The MCESCA was simultaneously 'piloted' in partner universities. CA partner universities selected at least one study programme to revise and reform, defining work-load based learning outcomes that correlate to the MCESCA. European partners shared practice on curricula innovation in support of this, via a training programme that entailed three workshops, webinars and visits of European experts to CA countries. The pilot outcomes and the MCESCA itself were promoted widely to regional and national political bodies, employers, accreditation agencies, etc. via national promotion workshops in April through June 2018, organised by the associations and the ministries. These were used to enrich and validate the MCESCA as a tool in the region. HICA has had diverse impacts: The revised academic programmes have created a catalytic effect, bringing leadership, students and teaching staff together to implement curricula reform. In addition, CA universities have networked and reinforced regional cooperation. National associations and the ministries benefit from a regionally agreed tool that they can use for quality assurance and teaching reforms taking place in their own systems as well as recognition of studies between countries. The European partners benefit from discussions on frameworks for HE reform in CA, which will provide an important mirror for similar reforms that take place in the context of the Bologna Process.
