    In a context of rapid economic growth impacting its coastal zone, Morocco must organize a marine and coastal management plan as stipulated in the 2015 Moroccan Coastal Act. However, Morocco is facing one main challenge: to found highly qualified personnel at postgraduate level, with technical and transversal skills, fully able to implement this policy. In this purpose, this Erasmus + Capacity building Joint Project in the field of Higher Education intends to reduce the gap between current academic offers and the work market in the field of marine and coastal sciences. The ScolaMAR specific objective is to develop an Innovative training for Smart Coastal Management and Sustainable Blue Growth at the Master level.The ScolaMAR consortium, composed of four European and four Moroccan universities, will work together to reinforce Moroccan training capacities through exchange of good practices, focusing on 3 main approaches: technical, innovative pedagogical and integrative approaches. In order to maximise the project impact and sustainability, activities will specifically target teachers through two main activities: job-shadowing that implies staff mobility from Morocco to Europe and scientific events in Morocco. The ScolaMAR final objective is the development of an Innovative Master program based on the integration of a diversity of disciplines and approaches explored during this 36-months project, that are relevant to the field of Marine and Coastal Sciences. In addition, a SPOC, an e-learning module, on Coastal Risks will be developed to be integrated into the Master program . This regional Master program will help Morrocco to face great societal challenges of both increasing youth employability and ensuring coastal and marine sustainable development.

    The project is designed to create in Maghreb a PhD school in regular PhD programs in water & environment, improve existing prerequisite courses and develop new modern courses to train staff and PhD students, through a regional Hydroplatform establishment based on open GIS and modeling softwares, to follow-up the recent water strategies in Maghreb (2010-2030).This goal is consistent with the HE system reform adopted in Maghreb universities (MA, DZ, TN). Through this JP Maghreb and EU Universities will integrate academic community and will lead to more effective transfer of knowledge, teaching/research skills-methods from EU partners to PC. The objectives of the project are planned to be achieved by development of new courses on open source modeling using Maghreb partners experience and needs and EU partners advanced technologies. The Maghreb hydroplatform will be created in Maghreb and accessible online for Maghreb & EU partners for PhD course trainings, perform studies, water project design and share data via SDI. Relevant capacity building activities are foreseen to support newly created hydroplatform and to train Maghreb teachers: staff mobilities, new courses, teaching laboratories & library resources upgrading. Target groups of students and staff will follow the programs through mobilities; and first group of this study program will graduate from partner universities, during project implementation and after the project end to ensure sustainability. Two open dissemination seminars at the end of each year of the project implementation, creation of Internet Home Page and publication & distribution of dissemination leaflets are also envisaged. The sustainability of the project results will be ensured by incorporating the new courses into partner universities and new trainings for available water centres in the 3 MAG countries. Government support will cover costs of teaching/maintenance and further resources are ensured from offered trainings to water companies.

    This project whose main objective is to implement an audit and internal control service will allow universities to develop an efficient, simpler and flexible administration, closer to users and serving students who remain ultimately as the main purpose of the university. This project will result in improved governance of the university, the mastery of its internal operation and optimization of resources, in a context of massification and national austerity policies.The establishment of a system of control and internal audit is thus a challenge for Moroccan universities so as to be at the same level as European universities and to meet international norms and standards in management , governance and good management practices.o Objectives:The establishment of an internal audit service within the University will ensure compliance with the rules, administrative and financial procedures and optimizing the use of the information system.Through this project, the university aims to strengthen and develop its management capacity, governance and innovation in benefiting from the experience and expertise of the European partner universities by setting up a system that will allow for:1. To provide the university with an independent internal audit service to appreciate the accuracy and fairness of the physical and accounting operations, ensure the integrity of heritage, judge the effectiveness of the Information System and propose improvements;2. To develop a tool to control and efficiency audit the missions of the university and an effective internal control system combining international standards in terms of procedures and risk management;3. To develop the skills of the university staff through training and internships.

    MIMIr is primarly designed to aid, assist and soccour partner universities in South Neighbouring Countries to understand the status quo of their innovation and research, performance, efficacy, and practices and devise pathways to overcome impediments, hindrances, fiascos and pitfalls that prevent them from achieving recognised stature in the international landscape. The core tread to accomplish this goal is to measure existing innovation and research activities, to gauge regulatory framework management, administration and tools, and to scope opportunities for overcoming bureaucratic obstacles, stimulating conditions and elevate mindsets. Coupled to provision of comparative analysis to European processes, practices and state-of-the-art, the consortium will identify areas for change, targets for improvement, and a trajectory to excel. Accordingly, partner universities will be informed on the organisation of management of innovation and research in European universities, understand present model, principles, and standards, and embrace and partake the opportunity for support, guidance and corroboration from European partners.

    The Moroccan Higher Education (HE) sector is facing significant change as it moves to enhance accessibility and quality for students, and impact for its economy and society. The reform and restructuring of the HE system in Morocco needed to deliver on these objectives is being slowed by a lack of leadership capacity. Universities in Morocco need to build the capacity of their leaders for governance, strategic planning and management in order to deliver these reforms.The project addresses the need for development for university leaders in Morocco through the creation and implementation of a National Centre for Leadership Development (NLDC) and an associated certificated national leadership development programme (NLDP). When creating the NLDC and its NLDP, it will create the constitution and operating procedures for the centre; structures and materials to support the programme; and identify and equip dedicated facilities where the development activities will take place. Learning will take place through networking meetings, lectures from visiting speakers, action learning sets, and promote immediate improvements through national change projects. The project will develop and execute staff training workshops for Moroccan university staff responsible for establishing the new centre and implementing the programme.During the life of the project, 132 Moroccan HE leaders and managers will engage with the NLDC and benefit from the NLDP with a demonstrable impact on their capacity to operate the governance, strategic plans and management of HEIs. In the year following the project, it is expected that additional leaders will benefit from taking the NLDP and that at least 10 additional Moroccan HEIs will have adopted it for leadership development. All HEIs in Morocco will engage with the NLDC for leadership development through activities including a leadership conference. Together these actions will enhance the capacity for reform nationally.
