Open Access Mandate for Publications and Research data assignment_turned_in Project2016 - 2019Partners:SNT, CEBR, NIA, INNO TSD, DSP Valley +2 partnersSNT,CEBR,NIA,INNO TSD,DSP Valley,INL,SISAXMFunder: European Commission Project Code: 723630Overall Budget: 499,169 EURFunder Contribution: 499,169 EURThe CLUSTERNANOROAD project is aimed at developing & implementing effective smart specialization strategies in the field of NMBP aligned with cluster development, thus accelerating differentiation and structural change towards a knowledge-based economy for all European regions.In the proposed CLUSTERNANOROAD project, we will implement evidence-based and deliverable-oriented complementary approaches addressing the key actors belonging and influencing the development of RIS3 strategies supported by cluster and relate framework policies with the ultimate aim of supporting innovation in the NMBP thematic area. This project will consult and mobilise regional authorities, actors through the innovation chain and stakeholders throughout Europe in order to help shape strategic priorities for future regional concerted RIS3/cluster policies at a transregional level, which will intensify cluster and business network collaboration across borders and sectoral boundaries in the NMBP area. By reinforcing cluster and business network cooperation and making them the drivers of implementation, leveraging the experience with cluster policies in Smart Specialisation Strategies and supporting the shaping of concerted RIS3 and cluster policies in a more strategic manner, this action will help to overcome the practical challenges implementing the concept of RIS3 across European regions and will assist SMEs to contribute to the emergence of new value chains and for Europe to take a leading position globally.

The new co-design environment U_CODE enables communication and collaboration between large numbers of citizen and professional experts. Key novelty is a Public Project Space for non-professional civic users: a highly accessible, low-threshold public interface. For citizens who want to engage actively in the design process, a “Project Play Ground” is provided which features highly experiential design tools. Second key novelty of U_CODE is a collaboration platform which connects the “Project Play Ground” to professional urban designers. This Co-design Workspace is a unidirectional exchange hub between public users and professionals. It supports the collection of project relevant information, the generation of initial impulses, and the discussion of propositions in the early phase of the design. Key catalysers for co-design and communication are Moderated Models (MoM) that are exchanged and iterated between professionals and the public until mutual understanding is found. The Moderated Models are derivatives from a cloud-based Project Information Model (PIM) which integrates all project relevant information, including technical data as well as public input. Moderated models are published in the public Project Play Ground as to stimulate feedback e.g. via Social Media. U_CODE will assess the proposals on semantic and emotional level, in order to devise early detection of resistance against projects, and to prevent the build-up of negative public sentiment. U_CODE will enable professional creatives to utilise the public´s creativity, to follow public opinions and sentiments, and to derive design intelligence from them. The design and decision making process will be informed and transformed by impulses of “citizen experts” as a driving force.
