Higher Education Institutes (HEIs) of Widening countries, like Greece and Serbia, can play a central role in addressing this issue, but need support for achieving excellence in research and education in the DA domain. HEIs in Belgium have gained significant experience by establishing an ecosystem that fosters close collaboration among HEIs, competence centers, Digital Innovation Hubs, and industry, leveraging advanced digital technologies for the benefit of citizens, business, and scientific advancement. In this light, TALLHEDA will build a new long-term Alliance for DA between agricultural HEIs from Widening countries with leading non-widening agricultural universities, and local and international stakeholders. TALLHEDA Alliance will contribute to raising the critical mass of highly skilled scientists and to establishing liaisons with surrounding ecosystems, in order to foster the Quadruple Helix of innovation in Widening countries. The path to excellence will be paved with a portfolio of multi-actor, inter-sector and international complementary actions to support students, early-stage and experienced researchers, and academic staff of the Widening HEIs. This will be achieved through collaboration, complementary top-level expertise of all partners, access to cutting-edge infrastructure, staff mobility, and joint educational and research activities. The partners have an established scientific reputation in DA and are committed to making TALLHEDA a success. In the long term, Widening HEIs will be one step closer to reforming their institutions in terms of content and quality of educational courses, pedagogical and management practices, and research and innovation capacity, raising the critical mass of highly skilled scientists needed for digital transition in agriculture across Europe.

It will consolidate, activate and extend the current ecosystem by building a network of Digital Innovation Hubs (DIHs) that will boost the uptake of digital solutions by the farming sector. This will be achieved by integrating technology and business support in a local one-stop-shop approach involving all regions and all relevant players in Europe. The heart of the project is formed by 28 flagship innovation experiments demonstrating digital innovations in agriculture, facilitated by DIHs from 9 Regional Clusters including all European member states. Concurrently, SmartAgriHubs will improve the maturity of innovation services of DIHs so that digital innovations will be replicated across Europe and widely adopted by European farmers. A lean multi-actor approach focusing on user acceptability, stakeholder engagement and sustainable business models will boost technology and market readiness levels and bring user adoption to the next level. This will be enhanced by synergetic effects between SmartAgriHubs and RIS3, since SmartAgriHubs will work in lock step with European regions to maximize the return of European investments, including regional structural funds and private capital. Open Calls with a total budget of ±6 M€ will expand the network and ensure that technological developments and emerging challenges of the agri-food sector are incorporated in the DIH service portfolio. SmartAgriHubs’ inclusive structure and ambitious targets will bring the entire European ecosystem together, connecting the dots to ensure global leadership for Europe in the AgTech market. The consortium, led by Wageningen Research and other partners of previous key projects such as IoF2020, FIWARE, S3P Agri-Food and I4MS, will leverage the existing ecosystem and guarantee a maximum ROI for European taxpayers and a vital agri-food sector producing adequate and safe food for future generations.

Involving 60 partners, DEMETER adopts a multi-actor approach across the value chain (demand and supply), with 25 deployment sites, 6,000 farmers and over 38,000 devices and sensors being deployed and participants involved come from different production sectors (dairy, meat, vegetables, fruit and arable crops), production systems (conventional and organic) and different farm sizes and types, optimising the data analysis obtained across multiple farms. DEMETER will demonstrate the real-life potential of advanced standards-based interoperability between IoT technologies by adapting and extending existing standards into an over-arching Agricultural Information Model, concurrently ensuring security, privacy and business confidentiality across the full value chain in multiple agri-food operational environments. DEMETER will encompass a multi system and multi data source integration considering not only IoT but legacy systems, open data, geographical and satellite information, and in general will provide an open and interoperable data integration model. DEMETER displays how an integrated approach to business modelling and user acceptance can support sustainable farming and food production systems, provide safe food and support farmers in their decision-making in ‘doing more with less’. DEMETER will bring new business opportunities on the farm and in the wider agri-food economy, while concurrently contributing to the safeguarding of Europe’s precious natural resources. DEMETER’s goal is the creation of a secure and sustainable European IoT technology and business ecosystem whose impact could be transformative in the EC food and agriculture sector, and potentially across the world.

This requires data-driven decision making for farmers, governments and other policy makers, yet there is a severe reference-data gap when observations are needed at the local level. An underexploited source of data is generated by sensors used in agriculture, as they capture crucial information on the crops and the surrounding agri-environmental conditions. Tapping into this source and upscaling them the integration with other data (e.g. satellite) could result in enhanced capacities for regional agri-environmental monitoring. This would require a paradigm shift on how the monitoring systems work, and on the issues of data ownership and governance. The vision of ScaleAgData is thus to gain insight in (i) how these data streams should be governed to the benefit of all stakeholders, especially the farmers, and (ii) how these data can be integrated in the regional agri-environmental monitoring datasets. Through this upscaling, this wealth of information can be shared with a larger farmer community, thus shrinking the technological inequality in the sector. Specific attention will be paid to innovations in sensor technology, edge computing, data analytics, and novel EO-based products. These innovations will be co-designed and showcased in 6 Research and Innovation Labs, each with their specific thematic focus and spread across Europe. This will enable the assessment of the proposed innovations and data governance frameworks, and demonstrating added values of the improved monitoring capabilities for a range of users, including small-scale and agro-ecological farmers, the financial sector, and policy makers. With these outcomes, ScaleAgData aims at contributing to the overall competitiveness and sustainability performance of the European agricultural sector, and to the work of the HE candidate partnership “Agriculture of Data” and the Soil Mission.
