However, in several North African Universities, the lack of infrastructure dedicated to Innovation and Technology Transfer or, when it exists, the need to consolidate its position in the Innovation chain ecosystem, is creating a fundamental problem in the world race for Innovation and University performance. This is particularly pressing as the needs of businesses in terms of support for innovation are developing. In answer to this, the SATELIT project offers solutions locally (reinforcing skills and the exchange of good practices), nationally (the modernisation of national programmes) and on a regional scale (polarising Education and Innovation) by mobilising the driving forces. The SATELIT project will involve 22 partners from 6 countries in the Western Mediterranean (France, Spain, Italy, Morocco, Tunisia, Algeria) : 12 Universities, 3 Ministries of Higher Education, 3 Chambers of Commerce and Industry, 2 Research Centres, 1 local Authority, 1 University Association. Its wider objectives are to- bring together Higher Education and the Socio-economic world in North Africa- consolidate the Triangle of Knowledge and Innovation- reinforce skills and the exchange of good practices- increase the employability of PhD students

The ambition of the countries of ASEAN is to develop a common market through the free flow of persons, goods and investment capital. However the development gap and quality of higher education and research among the ten member countries is still very evident. In this context it appears necessary to reinforce the research and innovation policy in Cambodia.Since the 2000s, Cambodia’s universities have been developing research projects and joint degree programs with European countries. However, the universities must now take on new challenges relating to building their institutional capacity in the areas of governance and quality control. Economic development and training of the future generations requires the modernizing of university structures. The project proposes to build capacity in partner institutions in the fields of research and innovation in the humanities, as well as, more broadly, to impact the operation of Cambodian higher education systems and to develop a ‘research culture’. Based on the competencies of partners and advanced university education, the project will offer training sessions and workshops for university faculties and students. These training sessions will deal with such crucial know-how and knowledge fields as control quality policy, human resources, writing project drafts, bibliographic research, and intellectual property and developing international partnerships. In tandem with training activities and with a precise focus on the human and material needs, an inter-university team of researchers will be established

This network would promote access to higher education and improve teaching conditions and learning practices. To this end, the project targets the adoption of innovative educational practices, namely practices designed to substantially improve students’ learning, initially by teachers from partner institutions and in the long term by teachers outside the consortium through the development of MOOC and blended learning. Based on a one-year preliminary research which identified the needs of end users (Roland, Stavroulakis, François & Emplit, 2017), the project is structured around 5 areas: networking, institutional support, pedagogical support, technology development in line with the sub-Saharan African context and an iterative approach throughout continuous assessment. Therefore, the activities aim to develop, through partners, a network of excellence in terms of development and reuse of MOOC that will ultimately be able to transfer its expertise at an institutional and at a national level; to develop, by building capacities, support structures for innovative pedagogical practices within partner institutions; to produce technology solutions tailored to the African context for online and offline distribution of MOOC; to adopt a quality approach throughout the project in order to improve every step; to prepare and support the development of 14 MOOC (two national and two per institution); to promote blended learning practices and arouse an institutional reflection on how MOOC should be integrated in curricula and learners’ certification through these devices.

In connection with the energy sector professionals, capacity building for teachers in 5 universities (Comoros, Madagascar, Mauritius) is the core of the draft to guarantee the adequacy training-employment.The pragmatic and systematic methodology adopted is inspired from the existing and its aim is to :- have a mapping of the qualifications and jobs needed;- train the trainers on three connected domains: knowledges in RER and EE; pedagogical innovation- particularly in digital resources; the quality approach within the training itself and as a competence to be acquired for students.- enhance existing training models by co-designing with professionals;- ensure student employability;- support entrepreneurship;- carry out a feasibility study of regional joint training in the Indian Ocean region;- establish a regional continuing training catalog;- operationalize an higher education institute’s network for the development of RE and EE in the islands ;- educational equipment’s allowance. At the end of the project:- 30 teachers are trained in RE and EE knowledge and pedagogical innovations;- 10 bearers of entrepreneurial projects;- 9 training programs are revised and adapted view to the context;- a continuing training catalog is be developed;- an HEI’s network is active for the development of RE and EE in the islands.Initiated and supported by the Indian Ocean Commission, an intergovernmental organization including five island states, FESTII aims to contribute to the challenge of the energy transition, by promoting the pooling of regional resources, vector of an impact structuring.
