    TIP - ”transferring innovative practices in 2nd chance education addressing ELET” has been a strategical partnership project that established a practical learning partnership, as an open collaborative environment, between organizations and practitioners (artists, youth workers, trainers, social workers) active in social and educational work from 5 different European countries (Portugal, UK, Italy, Hungary and Bulgaria), developing processes of networking creative practices in second chance education and social inclusion work. With this partnership we shared experience and knowledge, exploring the potential of non formal approaches in education, specially addressing young ELET (Early Leavers from Education and Training) and NEET (Not in Employment, Education and Training) but also connecting different target groups, disadvantaged low qualified youngsters and young graduates ready to integrate social and educational working places, both groups being mutually beneficial, both struggling for their first experiences for social and professional integration. We believe TIP partnership improved the quality and attractiveness of partners’ activities, developing along the 2 years of the project, a common strategy to create and deliver relevant and usable products that can help teachers and other professionals to extend their professional capacities and to engage as active agents of change in their educational settings. The 3 intellectual outputs that have been developed, a school-based staff training program, a toolkit of non formal creative practices and a documentary story telling film were implemented concurrently in the participating schools, with the necessary support for the introduction of these innovative practices through reflective supervisions with experienced trainers, most of them during the international mobility activities. The innovative practices that proved their potential and efficiency in social educational work addressing early leaving of education and training and attracting adults back to education are now available and easy accessible through the project communication tools, including a dedicated webpage - www.tip-eu.com. The project put a lot of efforts to promote the public awareness on the importance of non formal alternative approaches in social and educational work, addressing marginalized groups, organizing public seminars and trainings in the different countries as well as releasing a web interactive virtual platform for sharing and dissemination of results. Two joint staff training events were a fantastic opportunity for mutual learning between participants from our 5 partner countries. The wider dissemination of the project’s products and findings has been very relevant because of the wide local, national and international networks that the partner organizations are members of.

    "The impact of the global pandemic on the cultural and creative industries (CCIs) has seen the entire sector close to collapse as all festivals, fairs and concerts have been cancelled, clubs and theatres are closed. The creative sectors are important in their own right in terms of their economic footprint and employment (jobs at risk ranging from 0.8 to 5.5% of employment). The OECD (Oct 2020) recognises that CCIs can contribute to positive social impact such as well-being and health, education, and inclusion, can act “as a driver of social impact"" and address social issues such as intercultural dialogue or the integration and valorisation of minorities and migrants through targeted cultural policies ,advocating cross-overs between the culture and education sectors.Around 7% of the EU population were born outside of the EU. European societies have changed dramatically in the last decades and immigrants have played a major role in the transformation of European economies, as well as culturally with an impact on sport, cuisine, fashion, media and the arts. Nearly 7 in 10 Europeans say that integrating immigrants is a necessary investment in the long term for their country (DG Migration & Home Affairs 2018) nevertheless migrants or those from an immigrant or ethnic minority background can feel excluded and isolated from mainstream society. Research has shown that vulnerable young adults who are at risk of social and economic exclusion are also at risk of mental health problems, which has accelerated as a result of confinement during the global coronavirus pandemic.The CHIMES project targets disadvantaged young people who feel isolated or excluded from mainstream society, whether real in terms of social and economic exclusion, or imagined for cultural, personal or mental health reasons. Informal learning has proven to be a successful methodology in second chance education, to engage the disengaged into learning on a pathway to employment. Using creative and performing arts as the vehicle, bringing together the creative arts industry with the second chance education sector, CHIMES will help the disadvantaged young people develop transferable skills and competences such as citizenship, communications, teamwork and problem solving.This will contribute to their employability; build their resilience, raise self esteem and self confidence, develop a sense of self worth and value within the community. The objectives of Chimes:* Enhance the learning experience and promote citizenship through community based activities* Support the integration and social/ economic inclusion of disadvantaged young people into mainstream society* Develop wider key skills and competences in disadvantaged young people through creative arts* Provide high quality learning opportunities * Promoting European citizenship and European values through mobilityCHIMES is learner-led with the young beneficiaries participating in creative and performing arts workshops, organising local festivals to demonstrate their competences and skills, participating in a transnational learning event to share experiences, organising local exhibitions to showcase the distance they have travelled and recording their journey visually via audio/visual diary.CHIMES will produce 5 outputs -local festivals, exhibitions and audio/video journals targeting young disadvantaged people and a Methodology Guide and Impact Analysis targeting second chance education practitioners and creative arts professionals. CHIMES will empower and engage the disadvantaged young adults who are at the margins of society, by helping them to develop a sense of belonging at local, national and European level and to equip them with the skills and competences necessary for life and work, using informal learning as the vehicle for their acquirement of competences."
