While HE organisations have a stated mission to be inclusive and accessible places, anecdotal evidence from both students and teachers suggests that this is not always the case. Furthermore, awareness of accessibility and support strategies can tend to be in ""silos"" of knowledge such as equality and diversity units, student support centres, student enabling centres, faculty representatives for diversity and inclusion. HE lecturers , already under pressure to transfer their teaching materials and methodologies from classroom-based to online within a short timescale, have often had to focus on online teaching which suits the majority of their students. They may not consider or take into account additional accessibility options unless they are formally asked to do so by an organisational policy or a student's specific request for accommodation. It is accepted that when students have to request accommodations in advance, they are already being penalised or excluded to an extent, since students who do not require those same accommodations can simply turn up to any lecture without notice and be able to participate fully. To build a really inclusive higher education system, therefore, lecturers would need to incorporate as many accessibility features as possible, *without* waiting for student requests. InclUDE therefore has three objectives:•Provide an easy way to search and access free and open tools for online accessibility. •Create a practical, step-by-step resource that guides lecturers through setting up online teaching sessions that are accessible to a wide range of students. •Create guidelines of considerations that can help lecturers to make their teaching scheduling and practice more inclusive. These objectives will be reached through the production of 3 intellectual outputs: •IO1: Web repository of existing digital access tools (e.g. online transcription tools, website visibility checks for users with sight loss…);•IO2: Guidelines for accessible online teaching – how to make teaching via e.g. Zoom or Teams accessible to specific groups, for example:D/deaf students; students with sight loss; autistic students; students with mental health issues; economically disadvantaged students with limited access to technology/wifi (including Roma);•IO3: Guidelines for inclusive online teaching – looking at considerations for teaching practice that don't fall under the category of legally mandated accommodations, but can facilitate attendance and participation for students with a range of challenges. The outputs respond directly to this call in that they focus on activities to support learners, teachers and trainers in adapting to online/ distance learning, while facilitating quality and inclusive education. The direct target groups addressed by this project are:•HE lecturers - the main beneficiaries of the objectives and outputs mentioned above; •students - who will benefit from lecturers using best practice in online teaching. Indirect target groups include:•HE managers and administrators;•teachers from other fields (e.g. schools, adult education, VET);•learners from other fields;•local councils and ministries of education; •other policyholders in the field of education; •disability support and service organisations. The project will be managed using the Waterfall methodology, which works well with strategic partnerships that have the budget and outputs agreed from the very beginning. This project addresses the need to gather the best practice discovered under stress during the spring 2020 lockdown, as well as through ongoing online teaching. It further addresses the need for lecturers to have quick, practical and clear resources that they can use at their convenience, and without taking a lot of time away from everything else they are involved in. It aims to ensure that students in a range of circumstances do not get left behind as online and blended learning becomes more prevalent."

This deplorable state of affair is not in our view resulting solely from the tense economic situation. In hindsight it appears that granting people with disability with a full-fledged access to education, training and employment has always been a problem for given member states of the European community. The European Union as well as member states have ratified the UN Convention of the right of persons with disabilities. This strong symbolic act is meant to convey the message that people with disability shall no longer be considered as an exception to the rule but rather as full-fledged citizens whose rights have to be promoted. This political act indicates that non-discrimination and promotion of fundamental rights are a common task. Politicians, economic actors, media and citizens alike are all responsible in this endeavor. Meanwhile the European Union and its member states are promoting through law and regulations that anyone from the northern to the southern part of the continent as well as from the western to the eastern part implement policies and strategies that aim at securing career paths. What is it all about? Access to employment is intricate especially for people with disability as redundancies, transitions between professional activities and unemployment, access to vocational training and returning to work can be hard to manage. Career paths have therefore to be secured. In order to do so, it requires to lay the ground for a realistic and above all lasting individual project, to identify the essential stages and to support the person. Securing career path, promoting supported employment, promoting the European Disability Empolyment week (EDEW), is the way we choose to sensibilise and act on/with entreprises and society. We want to act and measure. It is the reason why we promote in this program not only actions but the way to produce evaluation of what have been clearly done on the ground. EASPD, EMPLEA, SCUOLA VIVA and L’ADAPT are complementary organizations considering their competencies and skills. They are bound together through their DNA contained in their institutional projects. We claim our commitment to translate into proposals and actions the principles enshrined in the international convention of the right of persons with disabilities. The have been the promotors of DESC1. Our prposition is to go by DESC 2 a step beyond with those same organisations and their partners. With this project we establish a link between implementing the rights of young people with disability , the economical reality, the state of play of the labour market but also the necessary need of change in the way to move and act for the service providers. Our proposition is based on three axes First Axe : To experiment on the ground 150 career path and supported emplyoment. To create an evaluation method. To produce each years, results, analysis and success stories. To associate 40 partners to realise those career path. To work with 40 entreprises. As a matter of fact, 120 professionals from our national networks have been trained during DESC 1 to securing path careers and supported employment. We expect to train 40 more professionnals. Second axe : To associate partners who work in the field of health, culture, citizenship, housing, etc... This way we want to promote a global approach to secure career paths. We want to create a good practices guide to develop sustainablity and awardness in the paractices of those partners. We expect to train 40 of them to securing career path and supported employment. Third axe : To produce a method to support the sustenaible implementation of EDEW in the networks at a national level for the members of the consortium and their partners (funders, politics, entreprises , civil society, associations). We want to measure the efficiency and the quality of the networks we will contribute to create. We will promote sensibilisation actions about EDEW in each country wich is apart of this program. For each axe a delivrable. Each delivrable will propose an analysis method and a measure of the results This European initiative will synthesize our skills and good practices and will disseminate them. We will review the programme on a yearly basis in order to evaluate our action. International conferences will be held in order to share our experiences. We will make sure that they are fully accessible.

Indicators for monitoring and recording good practices will lead to editing two documents:- A guideline for providing security for career paths and supporting employment in Europe,- A training resource for professionals involved in these matters. Our second proposal is related to the training of 120 professionals from our national networks and beyond. We will spread information and good practices gathered through observation and edited in guides in order to support people with disability in work. Our third proposal is to extend to Europe the concept of the week for the employment of people with disability which has been carried in France for more than 18 years in a row. This event will become the European Disability Employment Week (EDEW)EDEW is a set of actions such as jobdatings, employment fora and handicafés carried with companies. They are aiming at facilitating the encounter between employers and job seekers with disability.EDEW is also consisting of streets actions in order to raise public awareness. We would also like to edit a guideline based upon the best practices of every partner involved in the European week for the employment with people with disability. This guideline will be used as a grid for the training of 100 activists: volunteers, employees, managers and so on.We aim at contributing to reassess the situation of young people with disability regarding their access to training and lasting employment. This European initiative will synthesize our skills and good practices and will disseminate them.We will review the programme on a yearly basis in order to evaluate our action. International conferences will be held in order to share our experiences. We will make sure that they are fully accessible.

In this regard, the UN Convention on the Rights of People with disabilities (UNCRPD), ratified by the European Union, states that People with Disabilities have the same human rights as everyone in all areas of life. These rights include rights related to sexuality. However, commonly, people with intellectual disabilities & mental health conditions have lacked an integral sexual education & support to help them in their sexual lives. This context is slowly changing. Policy makers & key stakeholders are becoming increasingly aware of the importance of addressing the sexuality of PwID & PwMHC as an inherent right. However, in spite of the fact that lot of excellent educative material has been produced to raise awareness & train with regards to sexuality it seems to have had a low impact so far with regards to how PwID & PwMHC are actually able to practise sexual activities & express their sexuality in whatever way they choose. The SMARTS Project (Supporting Me About Rights to Sexuality) is devoted to filling this gap, between knowledge learnt & practical implementation. This will be done through 2 perspectives: 1) By promoting Active Supported decision making (SDM) in real life contexts in the field of sexuality & 2) by promoting the Implementation of specific policies & procedures from support service organisations to better address sexuality issues. SMARTS will have a duration of 36 months and be implemented by an international partnership of 5 organizations with complementary expertise from the following countries: Spain (Astres Foundation), Portugal (Associacao para a recuperacao de cidadaos inadaptados da lousa (A.R.C.I.L), Greece (Theotokos Foundation), Belgium (European Association of Service Providers for persons with Disabilities-EASPD) and the UK (Social Care Training ltd). The project will have 2 main target groups: 1. Care providers supporting PwID & PwMHC. 3 profiles: 1) Family members 2) Professionals & staff members 2) Support provider organizations 2. Adults with intellectual disabilities & mental health conditions who wish to exercise more control over decision affecting their daily sexual life. Specific objectives:1.To better identify support needs of PwID & PwMHC in the field of sexuality.2. Develop skills of PwID & PwMHC & care providers to make supported decisions in the field of sexuality3. Capacitate care providers to implement practical support in the field of sexuality. 4.To create user-friendly resources for PwID & PwMHC to better address their rights with regard to sexuality.5. Raise awareness on the need & available means to address SDM in the field of sexuality for PwID & PwMHC6. Advocate at EU & local level on the importance to address sexual support for PwID & PwMHCThe project will produce 6 complementarily outputs: 1.UNCRPD compliant guidelines on SDM on sexuality issues for people with intellectual and psychosocial disabilities-Guidelines for professionals and staff members2.UNCRPD compliant guidelines on SDM on sexuality issues for people with intellectual and psychosocial disabilities-Guidelines for family carers3.Policy & practice guidance on sexuality for service providers4.Awarenes Toolkit for PwID and PwMHC5.Training course for caregivers6.Policy recommendations3 rounds of LTT activities will be implemented to train users in the SMARTS materials. Project materials will be also tested and reviewed in subsequent pilots implemented at local level by service provider organizations members of the SMARTS partnership.Expected results are: PwID & PwMHC feel more empowered to make decisions with regard to their sexuality and supporters will feel better equipped & skilled to support decision making after using the SMARTS materials, service managers feel better equipped to assess & address procedural changes to better support the sexuality rights within their services.Expected long term impacts of the project are increased general openness & positive attitude to address the ( still often sensitive) topic of sexuality of PwID & PwMHC both by users & supporters, The SDM approach is increasingly accepted by professionals, support organizations & users themselves as the appropriate strategy to address & implement the rights of PwID & PwMHC with regards to their sexual needs, wishes & expression in accordance with the UNCRPD principles, Key organizational procedures proven positive to support sexuality of PwID & PwMHC within a variety of support services are progressively accepted & integrated by organization managers.
