    Part 2 of Summary:- The development of the UK's first Circular Economy Observatory to provide a digital systems view of national resource flows as a foundation for modelling and quantifying potential benefits, opportunities and interventions to inform and influence national leadership and industrial decision-making, - An inclusive and diverse multidisciplinary community of academics, industrialists, government, policymakers and end-users. The CE-HUB will foster a safe environment to inspire and support new collaborations, mentorship, early-career research and feasibility testing across disciplines and resource flows. - The co-creation of a National Repository of Knowledge and shared understanding. We will draw together our extensive community to develop novel methods, tools, approaches and metrics that can overcome barriers to progress. We will use our informed position to influence and accelerate future research directions and create a long-term vision and road map for an inclusive, competitive and circular industrial strategy. The CE-HUB will house a unique national online repository of knowledge, tools, expertise, and initiatives. - The formation of the first National Circular Skills and Training Platform through which students, early career researchers, practitioners, policy-makers and employers will be able to match requirements in skills to existing and emerging educational offerings. - The co-creation of the first National Circular Economy brand to forge the way in the global advocacy of the Circular Economy. We will develop a recognised, distinctive standard or charter for those who lead the way in its delivery; changing the future of organisational values and behaviours. The CE-HUB will provide stakeholders nationally and internationally with a central point of reference for Circular Economy research and practise. It will be the first national research hub of its kind to lead support for Circular Economy practices, track materials and waste, develop novel and innovative approaches to feed legacy materials, by-products and waste into value-creating activities and engage stakeholder communities though compelling narratives for improved understanding of the principles of circular economy.

    Summary The National Interdisciplinary Circular Economy Hub will be led by Co-Directors and joint PI's Professors Peter Hopkinson and Fiona Charnley to harness and scale-up the UK's leading research capabilities, providing the evidence base, inspiration and capacity to accelerate the transition towards a global circular economy (CE). To achieve this ambitious vision, the CE-Hub will deliver a User Engagement Strategy targeted to meet the differing needs of three user groups NICER Circular Economy Centre consortia 2) CE research Collaborators, Experts and End Users 3) CE Communities and Wider Society These objectives will be delivered through five pillars. Pillar One: CE-Observatory. We will develop and deliver the UKs first National CE-Observatory to create a systemic data and modelling framework for the NICER programme. The observatory will provide an evidence base to a) improve data quality and consistency across the NICER programme and wider policy initiatives b) improve modelling of resource flows across the UK relevant to CE system level interventions , c) quantify CE resource productivity, value creation and capture opportunities at scale, d) establish a common, agreed and consistent set of CE metrics and indicators and e) provide a source of evidence for a UK CE Road Map. Pillar 2: Knowledge Platform. We will develop a CE Knowledge Platform to coordinate programme outputs and a repository of national research, knowledge, practical demonstration and implementation tools and enablers. Outcomes and impacts of the CE knowledge platform include a) develop shared understanding of CE in theory and practice, principles and methods, b) improve the co-ordination, design and evaluation of CE case studies including detailed evidence of implementation pathways and opportunity c) generate knowledge and insight to inform key research, policy and industry solutions, d) identify UKRI and Innovate UK funding priorities, [c] create a gateway between the UK and International CE communities Pillar 3: Impact and Innovation. The CE-Hub will facilitate mechanisms of interdisciplinary, cross-value chain collaboration and solution innovation; contributing towards the co-creation of a UK CE Road map. Outcomes and impacts include a) increase the UK CE research and innovation capacity, b) build capability and experience of interdisciplinary CE collaboration c) create new CE value propositions, products, services and demonstrators capable of scaling and d) advance understanding of the pathways, enabling mechanisms and roadmaps to implementation. Pillar 4: Inclusive Community and Pillar 5: Capacity Building. The CE-Hub will build and coordinate an inclusive and capable CE community to enable CE transformation through collaboration and communication. It will identify CE capability and skills gaps and inform future funding and training opportunities. Outcomes and impacts include a) to embed multi-disciplinary understanding of CE principles, opportunities and pathways through a highly engaged community, b) the synthesis of evidence directed towards key stakeholder questions, c) to define CE skills, capacity requirements and career pathways d) to contribute to an increase in ECRs pursuing CE related careers and e) increase general consumer awareness of CE and influence informed behaviour and decision making.

    Historically, the discovery, development and application of metals have set the pace for the evolution of human civilisation, driven the way that people live, and shaped our modern societies. Today, metals are the backbone of the global manufacturing industry and the fuel for economic growth. In the UK, the metals industry comprises 11,100 companies, employs 230,000 people, directly contributes £10.7bn to the UK GDP, and indirectly supports a further 750,000 employees and underpins some £200bn of UK GDP. As a foundation industry, it underpins the competitive position of every industrial sector, including aerospace, automotive, construction, electronics, defence and general engineering. However, extraction and processing of metals are very energy intensive and cause severe environmental damage: the extraction of seven major metals (Fe, Al, Cu, Pb, Mn, Ni and Zn) accounts for 15% of the global primary energy demand and 12% of the global GHG emission. In addition, metals can in theory be recycled infinitely without degradation, saving enormous amounts of energy and CO2 emission. For instance, compared with the extraction route, recycling of steel saves 85% of energy, 86% GHG emission, 40% water consumption and 76% water pollution. Moreover, metals are closely associated with resource scarcity and supply security, and this is particularly true for the UK, which relies almost 100% on the import of metals. The grand challenge facing the entire world is decoupling economic growth from environmental damage, in which metals have a critical role to play. Our vision is full metal circulation, in which the global demand for metallic materials will be met by the circulation of secondary metals through reduce, reuse, remanufacture (including repair and cascade), recycling and recovery. Full metal circulation represents a paradigm shift for metallurgical science, manufacturing technology and the industrial landscape, and more importantly will change completely the way we use natural resources. Full metal circulation means no more mining, no more metal extraction, and no more primary metals. We will make the best use of the metals that we already have. We propose to establish an Interdisciplinary Circular Economy Centre, CircularMetal, to accelerate the transition from the current largely take-make-waste linear economy to full metal circulation. Our ambition is to make the UK the first country to realise full metal circulation (at least for the high-volume metals) by 2050. This will form an integral part of the government's efforts to double resource productivity and realise Net Zero by 2050. We have assembled a truly interdisciplinary academic team with a wide range of academic expertise, and a strong industrial consortium involving the full metals supply chain with a high level of financial support. We will conduct macro-economic analysis of metal flow to identify circularity gaps in the metals industry and to develop pathways, policies and regulations to bridge them; we will develop circular product design principles, circular business models and circular supply chain strategies to facilitate the transition to full metal circulation; we will develop circular alloys and circular manufacturing technologies to enable the transition to full metal circulation; and we will engage actively with the wider academic and industrial communities, policy makers and the general public to deliver the widest possible impact of full metal circulation. The CircularMetal centre will provide the capability and pathways to eliminate the need for metal extraction, and the estimated accumulative economic contribution to the UK could be over £100bn in the next 10 years.
