HARMONIA will focus on a solution for climate applications supporting adaptation and mitigation measures of the Paris Agreement. HARMONIA will test modern Remote Sensing tools and 3D-4D monitoring, Machine Learning/Deep Learning techniques and develop a modular scalable data-driven multi-layer urban areas observation information knowledge base, using Satellite data time series, spatial information and auxiliary data, in-situ observing systems, which will integrate detailed information on local level of neighborhoods/building blocks. HARMONIA focuses on two pillars: a) Natural and manmade hazards intensified by CC: urban flooding, soil degradation and geo-hazards (landslides, earthquake, ground deformation) and b) Manmade hazards: heat islands, urban heat fluxes, Air Quality, Gas emissions. Sustainable reconstruction of urban areas and the health of humans and ecosystems, are top priorities. HARMONIA will take into account the local ecosystems of European urban areas, following an integrated and sustainable approach by incorporating the active communities’ participation initiative, which will involve the use of a social platform. Paying extra attention to Sustainable Urban Development, one of the Societal Benefit Areas posits that use of EO is a crucial tool towards resilient cities and the assessment of urban footprints, to promote equity, welfare and shared prosperity for all, feed new indicators for the monitoring of progress towards the Sustainable Development Goals in an EU context.

The CopHub.AC consortium led by PLUS / Z_GIS will provide the following objectives: i) foster the enlargement of the Copernicus Academy ecosystem through a well-orchestrated set of tools and structures; ii) reinforce the R&I capacities of Copernicus Academies and channel their outputs within an improved format of research briefs; iii) inform industry, educational networks, authorities and the citizen about Copernicus and its societal benefits. iv) promote capacity building of and connectivity with the Copernicus Relays Network; v) promote the long-term impact and sustainability of the Copernicus Academy network through the establishment of a secretariat, a monitoring process and a forward looking roadmap. A duration of 24 months is envisaged. During the second year, the EC will be provided with recommendations for the continuation of the activities under long-term funding.

VALORADA contributes to address this challenge by co-developing tested FAIR customizable data-manipulation tools to access available climate datasets and to enable the sharing, community validation and use of locally socioeconomic, demographic and Earth-Observation data. In a rigorous transdisciplinary approach, the respective risks of climate change are analysed in five demonstrators in Europe with the local actors. Data required for the analysis are compiled from the various already existing repositories (e.g., Climate Data Store) and locally-sourced non-climate data catalogues processed by local communities and regions, prototype analysis tools developed in an iterative process, tested by the actors and subsequently improved. We will co-develop and make available prototype climate data and non-climate data manipulation tools to support and improve existing data portals and platforms and to enable user-oriented multi-data integration. VALORADA aims to reach TRL 7 and above. VALORADA’s tools will enable to acquire different useful climate and non-climate data and make them “interoperable” in terms of metadata, as well as tools able to harmonise the geographical and time references chosen for the data. “Analyst toolbox” will be composed of tools able to combine different kinds of data all relevant for assessing climate risks and to calculate resulting indicators. VALORADA will contribute to scaling up to 150 regions through the implementation of dedicated scalability and replicability activities with at least 10 European regions, and through strong collaboration with other Horizon projects. Additional activities include capacity-building schemes for end users as well as providers of climate services. VALORADA will explore and assess the options to facilitate the connection of the VALORADA data tools to the Copernicus Atmosphere Data Store.

Through creative toolkits and protocols, ENFORCE aims to tackle the frequent mismatch between the environmental data gathered by citizens and what authorities require for enforcement purposes. The project will address the challenges in data reporting coming from both the citizens side and the authorities’ side, in order for the obtained data to be usable for environmental enforcement. In this line, ENFORCE introduces the concept of Data Readiness Level (DRL) to assess the maturity of data to be used as evidence in environmental compliance cases. In addition, the project will capitalize on the use of geo-spatial intelligence and AI-enhanced tools, strengthening their capacities, promoting good practices and preparing an inventory on geo-spatial intelligence and AI use. The proposed solution will ensure alignment with the Green Deal Data Space to ensure trustworthy data exchange among the relevant stakeholders. The project encompasses 8 case studies that involve all relevant actors including grassroots organizations, local and regional authorities and a diverse group of experienced researchers forming a scientifically robust interdisciplinary team. The lessons learnt and evaluation results from the case studies will feed the replication guidelines that will be promoted through the ENFORCE capacity building programme and associated policy recommendations to create a multiplier effect for the adoption of citizen science data to support environmental compliance.

The proposal objectives are 1) to develop operational EO services with and for users active in key societal sectors; 2) to demonstrate the benefits of the EO pilots through the coordinated downstream exploitation of EO data and the utilization of existing EO resources; 3) to promote the uptake of pilots at national and international scale, across vertical markets (private and public) and amongst key user communities; 4) to enable the long-term sustainability of the numerous pilots, their penetration in public and private markets and support their upscaling; 5) to increase uptake by raising awareness on the solutions developed through tailored and well-targeted communication, dissemination and outreach activities. The proposal aims at setting-up and promoting a sustainable organization dedicated to users’ uptake of European EO resources, building on Copernicus and GEOSS through the development of co-design pilots (i.e. application-oriented products, services or solutions) built on a user-centric approach and delivering economic, social and policy value to European citizens. It has also the ambition through the development of 27 pilots organized in 7 showcases to deliver information that will also contribute to the three GEO engagements (SDGs, Paris Agreement and Sendai Framework).
