These challenges, experienced by a part of the world that is already hot and arid, are exacerbated by droughts and the extreme weather conditions associated with rapid climate change. Extremes of temperature, in combination with increasing air pollution and windblown desert dust, could in the near future lead to intolerable conditions, ultimately compromising human habitability and promoting migration. Since climate change and air quality share many common sources, it appears logical to focus on the development of amelioration strategies that combine the goals of limiting climate change and reducing air pollution. It has been estimated that mankind may have a relatively small-time window - up to the middle of the century - in which to implement solutions to these challenges, particularly as far as climate change is concerned. Edu4ClimAte will engage Advanced Partners (from France, Austria, Germany, Finland) to strengthen the scientific excellence of Higher Education Institutions (HEIs) from twin islands of widening countries (Greece, Cyprus) with a view to establish a “regional hub of knowledge” in air pollution and climate change research and innovative solutions, engaging their respective surrounding ecosystems from the quadruple helix in addressing these societal challenges over the wider EMME. Edu4ClimAte will enhance local, regional, and international clusters led by its consortium with a view to build the foundation of an inclusive European Universities Alliance made of Advanced and Widening HEIs in Climate & Atmospheric Sciences to optimally support the current EU Green Deal ambition and its regional challenges, train and educate the next generation of researchers and innovators to achieve the EU long-term 2050 climate-neutrality objectives.

Within the EU there have been significant increases in irregular migration flows and human trafficking and smuggling but also of other illegal activities, such as drugs and arms trafficking and illegal, unreported and unregulated fishing, and –according to the FRONTEX “Risk Analysis for 2021” report- the challenge becomes even bigger. The European Union Maritime Security Strategy, and other EU initiatives such as EUROSUR and CISE, highlight that closer collaboration between authorities at national, regional and EU levels can constitute the key action to increase both situational awareness and operational efficiency. In particular, there is increased interest in assessing the viability of multi-authority cooperation in (especially high altitude) sensing and capability advancement for enhanced wide area surveillance of land, air and sea borders. EURMARS’s ground-breaking vision is to expand the common risk assessment practices currently deployed by authorities to enable the development, deployment and evaluation of a secure multitasking surveillance platform that improves sensing capabilities for a wide range of security risks and threats in wider border areas by clustering high altitude platforms technology, satellite imagery, UxVs and ground-based sensors into a novel joint surveillance capability. As part of the EURMARS framework, the various existing and future systems for maritime surveillance will be integrated, to allow for the collaborative operation and the provision of the sensing results to related authorities. The open architecture will build on the lessons learnt of previous initiatives, assimilate the knowledge of the stakeholders and their practice on CISE and other relevant systems, exploit the latest AI, risk assessment and visualization innovations, and undergo extensive technical and user acceptance tests and ethical and legal impact assessments.

It has proven that a pandemic is not only a health crisis and that it does not only disrupt Critical Infrastructures (CIs), but that there is an extremely important link between the resilience of CIs and our societies. The economic crisis caused by the pandemic also provides a unique opportunity to jointly ‘build back better’ with the focus on sustainability and green recovery. SUNRISE will facilitate active collaboration of CIs across Europe to share best practices and jointly tackle future pandemics. By Q3/2025, this collaboration will result in a new stable working group for resilience to pandemics with at least 100 members. With a group of 4 CI authorities, 16 CI operators, 3 other CI stakeholders, 4 experts in Social Sciences and Humanities, 2 experts in epidemiology and climate extremes, and 12 security researchers and SW developers, we will: (1) Identify pandemic-specific vital services and CIs, their dependencies, risks, cascading effects, and effective measures to tackle them at European level. (2) Develop a comprehensive strategy (TRL8) and four innovative tools (TRL7) ensuring greater availability, reliability, security, robustness, trustworthiness, cost-effectiveness, climate-friendliness, and continuity of pandemic-specific vital services in Europe: Tools for risk-based access control, resource demand prediction and management, cyber-physical resilience, and remote infrastructure inspection. (3) Pilot the results in operational environments of the CIs while tackling some of their biggest pain points exposed by the current pandemic. (4) Promote our approach across Europe to ensure a united front and resilience of CIs to pandemics. We will carefully consider legal, ethical, societal, economic, and climate aspects, ensuring that our results address not only the needs of the CIs, but also those of our society.
