Actions to tap the full potential in steam systems have been taken in the past but without success since findings from energy audits were not, or partly, implemented. The following barriers have been identified: There is no business case for steam saving measures for enterprise decision makers; There is a lack of technical (steam) expertise of energy auditors and within enterprises generally; There is no formal organisational structure for dealing with energy efficiency (energy management). The objectives and goals of the STEAM-UP proposal are: • Bridging the gap between audit results and implementation by developing an in-depth steam audit covering: state of the art steam expertise; involvement of all stakeholders in the enterprise; identification of non-energy benefits to strengthen business cases; energy management to secure prolongation. • Reducing the effort for measure implementation by developing an integrated solution for business case reporting and energy management implementation. • Achieve energy savings during this action of 55,6 GWh/a through piloting 75 of the in-depth steam audits. • Building capacity amongst 400 energy auditors for the use of the in-depth steam audit methodology in their daily practise. • Building capacity amongst stakeholders in 75 enterprises on steam and the business benefits to increase steam efficiency. • Building capacity amongst 40 energy management training providers to enable integration of the in-depth steam audit methodology in regular energy training programmes. • Promote knowledge transfer on steam and the benefits to increase steam efficiency. This project focuses on the large, energy-intensive industry but the methodology will also be applicable for SMEs. The developed methodology can be made applicable for a wide range of utilities and processes.

REMARKABLE will establish, by 2024, a network of 320 Current and Emerging Climate Leaders who, through their actions and inspiration, will drive their municipalities, public authorities, communities and regions to transform their approaches from ones focused on energy efficiency/renewables to ones focused on the strategic goal of climate neutrality by 2050. REMARKABLE will build new leadership capacity in 120 actors from 7 countries in Europe though a Climate Leadership Programme (CLP). The CLP will be inspired by ethnographic research and will be designed with and for leaders across public authorities. The REMARKABLE CLP will also facilitate the creation of 60 Roadmaps for public authorities aiming at Climate Neutrality by 2050. These Roadmaps will allow our Climate Leaders to translate strategic aspirations and policy ambitions into concrete and disruptive far reaching measures stimulating €300m investment by 2030. A Climate and Energy Check Tool will be developed and tested along with a Climate Neutrality Roadmap Guide. The 7 Regional Energy Agencies involved in REMARKABLE will develop 14 new services to expand their roles as change agents in the Clean Energy Transition and Climate Neutrality challenges. Climate Neutrality Training, Climate One Stop Shops, Financing Solutions are targeted as potential services. REMARKABLE will exploit its outcomes and results through the creation of an EU Climate Leaders Circle, reaching up to 320 members by 2024 including 30 from 7 Observer Regions/Countries. An innovative Climate Neutrality Challenge will be organised for Young Climate Leaders. The REMARKABLE Circle will create synergies with existing networks and initiatives e.g. COMO, ManagEnergy to support and enhance their impacts with the ambition of mobilising 10,000 stakeholders by 2030 (2,000 by 2024)

ACTIVITIES & OUTPUTS: 1) Enrich the training with: 4 new modules in e-learning format on mobility, Industry 4.0, energy audit standards and process, company energy culture, 1 enhanced module with stronger focus on financial topics, 1 new practice module working with the Energy Audit Support Tool to evaluate more complex measures in industry. Test the new training format in 6 countries, where EUREM is already established: AT, CZ, DE, ES, FI, GR. 2) Transfer the training to 6 new countries where it is difficult to establish without support for preparatory work; run the pilot courses and achieve national accreditation/recognition: AL, BA, EE, LV, RS, TR. 3) Develop and test add-on implementation support activities for trainees and other energy managers who need coaching/support beyond the training scope or want to practice more, eg. workshops on energy audits, on convincingly presenting energy measures to decision makers, follow-up on implementation of measures, networking/awareness raising activities including financial sector. 4) Conduct communication & dissemination activities including: • 6 good practice videos of participants' sustainable energy measures, • 2 conferences to enable exchange of experience of energy managers and auditors, financial sector representatives, trainers, and other experts, • 2 international EnergyManager Award competitions and national ones in new countries, • Press releases, classical and social media, newsletters, personal contacts, events.

The objective of the project is to improve the practical implementation of the assessment, is-suance, design, and use of EPCs as well as their renovation recommendations, in the partici-pating countries and beyond. Recommendations for renovation shall be made coherent with deep energy renovation towards a nearly-zero energy building stock by 2050. In order to reach these objectives, the project will organise its activities in four stages: 1 | Analysis of existing EPC schemes, good practice, shortcomings, and priorities for improvement 2 | Development and testing of concrete proposals and tools for enhanced EPC assessment, certifi-cation, and verification, as well as Deep Renovation Network Platforms 3 | Adaptation to country needs and implementation of consensus elements, and developing a roadmap for further dialogue and 4 | Sustainability Strategy and Conclusive policy recommendations, dialogue, and transfer. Project partners will work to achieve consensus and implementation during the project for as many improvements as possible, seeking the cooperation of certification bodies, energy agen-cies and other organisations. Some of these are project partners, many others agreed to sup-port the project as associated partners. However, many of the potential improvements to EPC assessment, certification, and independent monitoring and verification will need adaptation of standards, regulations, or even legislation. The QualDeEPC project will stimulate such changes by (1) intensive dialogue involving the important stakeholders at all levels from the very beginning in the above four project stages and (2) disseminating its findings among the relevant target audiences in Europe.

REPLACE therefore aims to improve coordination in local networks to implement replacement campaigns in ten target regions by means of action plans fortified with policy and business-related improvements. Based on lessons learnt from previous projects and sound on-the-ground research on stakeholders’ mind-sets, local working groups (LWGs) will connect all key actors in each region – local governments, consumer associations, developers, energy utilities and professional associations – to steer the direction of a wide range of replacement activities. For the first time, REPLACE will explicitly unite intermediaries, such as chimney sweepers or installers, who have constant access to consumers, and policy makers to develop common activities with maximum impact. REPLACE supports the LWGs by providing a communication framework and a rich toolbox of online and offline actions targeted to the needs of all relevant stakeholders. The “REPLACE Your Heating System Calculator” will be central in raising consumers’ and investors’ awareness of the monetary and wider benefits of HC replacements and develop real momentum towards collective actions. By making all materials openly accessible and highlighting success stories the uptake of activities can be multiplied beyond target regions. In addition, all activities will be firmly established within local policy programmes to ensure that the overall impact of REPLACE is sustainable and the networks forged during the action will continue beyond project life. Together with a dedicated focus on capacity-building measures and knowledge transfer REPLACE identifies and merges all elements necessary to successfully make heating and cooling for European consumers efficient and climate-friendly.
