Open Access Mandate for Publications and Research data assignment_turned_in Project2021 - 2025Partners:IDFIDFFunder: European Commission Project Code: 945298Overall Budget: 7,650,240 EURFunder Contribution: 3,825,120 EURThe Paris Region Fellowship Programme (ParisRegionFP) aims to foster excellence in research, by training and developing international mobility and careers of outstanding Experienced Researchers (ER) from a large panel of disciplines and of all nationalities. ERs will design and implement their original research project in a first-class research group of his/her choice belonging to one of the 13 “Domain of Major Interest” labels endorsed by the Paris Region. The DIMs are key research sectors on which the Paris Region focuses policy support and investments to strengthen its international attractiveness and inter-sectoral mobility. ParisRegionFP will launch two calls of 2-year postdoctoral fellowships, 26 applications each, in order to recruit a total of 52 ERs. ParisRegionFP will offer a novel international, inter-disciplinary and inter-sectoral training programme for ERs, covering scientific, academic and industrial topics in the identified key sectors (or DIMs scientific themes) as well as hands-on knowledge in non-research oriented transferable skills. For the first time at regional level, such an educational and research program will be implemented by leading universities and 20 extra-academic partner organizations, covering actors from prestigious culture-related organizations and human resource actors to large industries and SMEs in various economic sectors. The scientific actors will ensure infrastructure capacity and high-level environment to conduct excellent research. Extra-academic partners will contribute to the implementation of ParisRegionFP by hosting ERs during secondments or visits and/or by providing training, mentoring or career development opportunities. ParisRegionFP will reinforce network structuration and complete the existing programmes of the Paris Region and its partners for increased impact, by focusing on the recruitment and the training of international emerging leaders to foster research and innovation in the Paris Region.

As a central initiative to foster and strengthen national narratives for the EU Cities Mission, it will coordinate actions across climate-neutral initiatives for cities in Europe, align and speed up efforts towards the goals of the Mission. CapaCITIES 2.0 will further shape a European environment conducive to urban climate neutrality transitions for national, regional and local authorities. It will initiate and strengthen national change processes to establish and mature national networks and platforms as well as multi-level governance in the entire EU, building on the experience of the CapaCITIES that already started setting-up national platforms in 15 EU countries. It provides dedicated support for public authorities to put enabling conditions and measures for cities in place to achieve the EU Cities Mission. Thereby, it contributes to reach (1) Increased preparedness and capacity of national, regional and local authorities in EU Member States and countries associated to Horizon Europe to engage in cities’ transition towards climate neutrality; (2) Improved ability to effectively address country-specific challenges and barriers for cities to achieve climate neutrality related to current regulatory frameworks, funding and financing, and governance structures and promotion of best-practices through transnational exchanges and sharing of experience and (3) Enhanced synergies with R&I national/international communities, relevant initiatives, and partnerships such as the ‘Driving Urban Transitions to a Sustainable Future’ Horizon Europe Partnership and the NetZeroCities – the EU Mission Platform(NZC) for the implementation of the Climate-Neutral and Smart Cities Mission.

Previously tested and implemented policy responses employing access restrictions, congestion charging or infrastructure provision, seem today, unable to adequately address the changes underway in the urban mobility scene. Furthermore, any policy responses should take into all stages of the policy lifecycle and should have an eye not only to the present but also to the future. Therefore, starting from an understanding of the transition taking place in urban mobility, SPROUT will define the resultant impacts at the sustainability and policy level, will harness these through a city-led innovative policy response, will build cities’ data-driven capacity to identify, track and deploy innovative urban mobility solutions, and will navigate future policy by channelling project results at local, regional, national and EU level. To achieve its goals, SPROUT will employ 6 city pilots (including China) with real-life policy challenges faced as a result of urban mobility transition in both passenger & freight, covering urban and peri-urban areas, different emerging mobility solutions, and context requirements. The project pays special attention to the needs of vulnerable groups and users with different cultural backgrounds, taking also into account gender issues. SPROUT ensures an active participation of numerous representatives from authorities of small & medium-sized cities through a 3-layer structure of cities’ engagement approach, and through the creation of an Open Innovation Community on Urban Mobility Policy.

This program, run within two years, aims to finalise a methodological toolkit of orientation to transnational mobility which will be innovative and complementary to the existing ones. It will be an answer to priorities defined by the E.U because it offers to : - contribute to the acknowledgement of mobility periods as an impulse for qualification and the development of personal and professional capacities- reinforce the employability of people in the process of integration – students, recently graduated students, jobseekers – offering them alternatives and qualifiying ways of thinking- give actors of the integration sector a toolkit which will be used within their professional activities- reinforce the companies’ implication in the certification of added value of mobility experiences through a better understanding of the labor market needs. The innovative methodological aspect can be found in « capitalisation of experiences” activities, undertaken at the beginning of the project and within all the orientation process, modifying current practises where this activity appears only at the end. This should help beneficiaries to develop their capacities of analysis and explanation mobility benefits according to the professional sector they plan to integrate while coming back to France.Another innovative aspect : comparative researches undertaken within the 5 countries of the partnership will contribute to define the content of the activities. These studies (the first one to identify European mobility projects, the 2nd one, on methodologies of capitalisation, applied on 170 European companies) are the products of the project and will be published as a compendium.To undertake the activities of the project, the applying organisation has federated 6 partners qualified in diversifed and complementary fields – education, orientation and integration, development of public politics – with common aims : implement local and transnational initiatives to ameliorate qualification and employability of the public in the process of integration, integrating professional actors, such as companies. The project will benefit from 2 regional organisations : the Department of Regional, European and International Partnerships within the Ile de France Region and the Employment and training centre of Nanterre. Four international partners: CEDIT -, Florence, BERLINK – Berlin, ESMOVIA – Valence, EPN –Bristol. All have been chosen for their experiences within the frame of the LDV programs and the ESF, as intermediary placement organisation for many types of public.The complementarity of our fields and our network can be seen as a garantee to acheive the project activities, for the quality and the relevance of the intellectual productions, the ways of dissemination and the impacts in terms of durability."
