These countries have or want to build walls at their borders or are threatened by neighboring countries to see walls built at their borders. BROADER aimed at boosting the exchange of good practices between EU countries (Slovakia, Austria and Italy) and Latin America (Argentina and Mexico) to foster youth participation, in particular young people with fewer opportunities and their role as promoters of intercultural and mutual understanding. That is why already during project design, exchange of ideas has been encouraged. Main methodologies used were learning by doing, learner-centered and peer-education facilitating the exchange of ideas between youth workers, youth, EVS volunteers, participants in the Youth exchange, partners and stakeholders. To strengthen cooperation and dissemination of results several meetings and trainings were held: more than 20 youth workers were involved in mobility activities and meetings such as a youth worker exchange in Italy, a study visit in Mexico and a final meeting in Slovakia; 24 youths took part in a youth exchange in Austria, to raise their awareness about migration phenomena and to reflect on activities to foster intercultural understanding; Finally, 12 youths (4 Italians, 2 Slovakians, 3 Argentinians and 3 Mexicans) took part in a long-term EVS. 3 volunteers were involved in the Italian bilingual region Trentino South Tyrol (Receiving organizations (RO): InCo, Asif Chimelli, La Strada), 3 in Mexico (RO: VIMEX), 3 in Argentina (RO: Fundacion SES), 2 in Slovakia (RO: Keric), 1 in Austria (RO: Die Baeckerei). Besides participating in the regular activities of the ROs, EVS volunteers together with youth workers designed and implemented new activities to raise awareness about the situation of migrants, boost inter-cultural dialogue and foster active citizenship among youths. For example, as part of Parallel Activities, 4 EVS volunteers were involved in the co-design and organization of an event in Trento to disseminate results from study visit in Mexico and to raise awareness and stimulate debate on themes such as migration, minor migrants, diversity and cultural identity.Youth workers, participants in Youth exchange and EVS volunteers developed specific transversal, intercultural, civic and social skills useful not only for their employability but also for their personal growth. Some volunteers found new jobs in unexpected countries and fields, while others fell in love with another culture. This wouldn’t had been possible without the project, as many volunteers came from difficult socio-economic or familiar background and were facing systemic unemployment, criminality or low salaries or purchasing power in their area. The creativity and sense of initiative of participants in international mobility activities was highly encouraged which in some cases boosted youths’ and youth workers’ active participation and tolerance. The skills developed during those non-formal learning experiences was recognized using the Youthpass which was also promoted in the different schools in contact with partners. BROADER had a positive impact on all actors involved: partners, participants in international mobility and local communities, thanks to a better intercultural dialogue and a higher participation of youth.

In July 2015, youth unemployment rate was 48,6 % in Spain (within the European Union, only Greece had a higher rate: 51, 8 %) and 40,5 % in Italy. In contrast to that, the youth unemployment rate was only 7 % in Germany (which is the lowest within the European Union). At the same time, there are several branches in Germany, which can't find qualified trainees. This is especially true for the craft sector, the elderly care and the hotel business. As a result, German enterprises are recruiting young people from these countries for vocational education in Germany. In 2013, the German Ministry of Labour established a program (called MobiPro-EU) to support young people from EU countries who come to Germany for vocational education. Due to the high demand for training places in Germany, the financial resources for the period 2013-2018 were increased from 139 Million Euro to 560 Million Euro. The projects contain the preparation and assistance of the young people in their countries of origin as well as their assistance before and during their vocational education in Germany (i.e. language teaching, socio-pedagogical assistance). German enterprises, which employ young people from Southern European countries, emphasize that they are highly motivated. Yet, about 20 % of those who are supported within the framework of MobiPro-EU, abandon their vocational education in an early stadium. This is also the practical experience of lN VIA and vij (associations of social youth work), which assist the young people during their vocational training in Germany. A lot of young people, who come to Germany for vocational training, do have wrong expectations, there is also a lack of language skills. Enterprises, which employ young people from Southern European countries, are requesting the associations of social work to support them in the assistance of the young people. This shows that the existing services for the preparation and assistance of those young people are not sufficient. Therefore, the aim of the project is, to optimize/ enhance both the preparation and assistance of young people in their countries of origin as well as in Germany, so the young people are able to complete their vocational training in Germany. In order to reach this goal, young people from Spain and Italy will be interviewed at different locations. The purpose of this survey is to get a full understanding of the reasons for quitting their vocational training and the problems they have during the vocational training in Germany. The survey results will be the basis for the development of a guideline for the optimal preparation and assistance of young people who come to Germany for vocational training (both in their countries of origin and in Germany). The guideline will contain examples of Best-practice as well as an service provision to support German enterprises which employ young people from Southern Europe and recommendations to the ministries regarding the structuring of public promotion programs.Besides that, it will be worked out, how the existing Au-pair-program can be used to prepare young people for a vocational training in Germany. For that reason, young people from Spain and Italy, who work/ worked as Au-pair in Germany, will be interviewed regarding their experiences and needs in case they want to do a vocational training in Germany afterwards. The survey results will be the basis for the development of a guideline, which contains concepts regarding the structuring of an Au-pair-program which is able to prepare young people for vocational training in Germany. Furthermore, the guideline contains recommendations to the relevant ministries. The materials which are developed within the project will be translated into the languages of the participating organisations and English. They will be printed and presented in a closing event to the professional public, relevant ministries and representatives of enterprises. The project partners will disseminate the materials among their networks in the different countries (e.g. enterprises, associations of social youth work, (language) schools, youth organisations, Au-pair agencies). There will be several multi-day transnational project meetings during the project for coordination and exchange (e.g. for the development of the guidelines). Local experts have been invited to the meetings.

Through DREAMER different meetings have been organized to strengthen partners' skills, foster the cooperation, exchange experiences and good practicies about youth work and youth participation in multi-ethnic contextes:>youth worker exchange,Italy:14 youth workers>youth worker exchange,Guatemala:14 youth workers >initial training,Italy:9 young people>EVS: the same 9 young people have been involved in a long-term EVS project in Italy (Receiving organizations (RO): InCo, VKE, La Strada),in Estonia (RO: ESTYES),in Guatemala(RO: JOVI),in Bolivia (RO: UEMC,FSC).Partners, EVS volunteers and youth workers could exchange ideas and experiences about innovative workshops and projects regarding inter-cultural dialogue and youth participation.During the youth worker exchanges the partner had the possibility to participate in different workshops about the above mentioned topics as well as assist the presentation of best practices for active youth participation and of youth policies in bilingual regions.Through the visit at local associations and public instititions partners could discuss with representatives of local institutions about their work, activities and policies.Getting to know methodologies and best practices used in very different contextes has been extremely enriching for the project and the partners. Most interesting metholodogies and good practices have been summed up in a Handbook that can be uploaded from the platform www.youthworkersdream.com. On this platform also information about Dreamer, the partner organizations as well as photos and testimonials of the volunteers are available for free downloading. Besides participating in the regular activities of the receiving organizations, EVS volunteers participated in numerous activities about youth participation in the countries of the different ROs.In this way they got in contact with hundreds of youth people in the partner countries who got to know thus the project Dreamer and the Erasmus+ programm and have been in contact with young people who gave an example about active youth participation. Further more, they participated in informational sessions in public schools and youth centres to present their project and to talk about their experiences to encourage intercultural dialogue and active youth participation. Thanks to the participation in the youth worker exchanges, the training meetings and the EVS activities, youth workers and volunteers developed specific transversal,inter-cultural and social competences, useful for their employability in the social work field and for their personal growth. Also youth workers'and EVS volunteers'creativity and sense of initiative have been encouraged which in turn will boost youths, users of the receiving organizations, participation in democratic life. The skills developed during those non-formal learning experiences have been recognized using the Youthpass.DREAMER had a positive impact on all actors involved:partners, youth workers,EVS volunteers and local community thanks to a better intercultural dialogue and a higher youth participation.
