In order to realise the industrial and societal benefits of Autonomous Systems, they must be trustworthy by design and default, judged both through objective processes of systematic assurance and certification, and via the more subjective lens of users, industry, and the public. To address this and deliver it across the Trustworthy Autonomous Systems (TAS) programme, the UK Research Hub for TAS (TAS-UK) assembles a team that is world renowned for research in understanding the socially embedded nature of technologies. TASK-UK will establish a collaborative platform for the UK to deliver world-leading best practices for the design, regulation and operation of 'socially beneficial' autonomous systems which are both trustworthy in principle, and trusted in practice by individuals, society and government. TAS-UK will work to bring together those within a broader landscape of TAS research, including the TAS nodes, to deliver the fundamental scientific principles that underpin TAS; it will provide a focal point for market and society-led research into TAS; and provide a visible and open door to engage a broad range of end-users, international collaborators and investors. TAS-UK will do this by delivering three key programmes to deliver the overall TAS programme, including the Research Programme, the Advocacy & Engagement Programme, and the Skills Programme. The core of the Research Programme is to amplify and shape TAS research and innovation in the UK, building on existing programmes and linking with the seven TAS nodes to deliver a coherent programme to ensure coverage of the fundamental research issues. The Advocacy & Engagement Programme will create a set of mechanisms for engagement and co-creation with the public, public sector actors, government, the third sector, and industry to help define best practices, assurance processes, and formulate policy. It will engage in cross-sector industry and partner connection and brokering across nodes. The Skills Programme will create a structured pipeline for future leaders in TAS research and innovation with new training programmes and openly available resources for broader upskilling and reskilling in TAS industry.

Its significance should not be underestimated. Heritage, through tourism, makes a substantial contribution to the economy (£7.4 billion a year), and the sustainability of that contribution depends on heritage science. In November 2006, we published a report entitled Science and Heritage in which we acknowledged that the UK had a high reputation in the field of heritage science but warned that UK standing was "under threat" and that the heritage science sector was "fragmented and under-valued". (House of Lords Science and Technology Committee (2012). Science and Heritage: A follow-up. London: HMSO p4) In 2007, on the recommendations of the House of Lords Science and Technology Committee, the Arts and Humanities Research Council (AHRC) and the Engineering and Physical Sciences Research Council (EPSRC) launched the Science and Heritage Programme to fund research activities to deepen understanding and widen participation in heritage science. During the following 7 years, this £8.1 million multi-disciplinary, collaborative Programme has funded 48 projects involving more than 300 researchers, 234 institutions and 50 industry partners both in the UK and overseas. The purpose of this Impact Fellowship proposal is to strengthen the dissemination of research activities supported by the Science and Heritage Programme, with a particular focus on developing the relationship between heritage science researchers and industry in order to promote heritage science innovation and to inform policymakers of the value of heritage science to culture and the economy. For heritage science researchers to fully contribute to public benefit and economic growth a shift in attitude by both researchers and industry has to take place to create stronger strategic links and to exploit opportunities which anecdotal evidence suggests there are industry sectors that could benefit from heritage science research and innovation. Currently, the heritage tourism industry is the best understood industry utilising heritage science research and this will be considered alongside other business sectors such as construction and property development; creative media; insurance; forensics and security and sensors and instrumentation. Through a series of workshops, face-to-face interviews and data collection and analysis, the Fellowship will identify the benefits, impacts and growth opportunities produced by heritage science research and innovation, along with the research projects that have contributed wider benefits to policy, industry and the heritage sector and the industry sectors that utilise, or could utilise heritage science research. By examining industry needs, the skills and training required by future heritage scientists to engage with industry can be identified and evidence can be provided to produce recommendations on how policy could support the development of an innovation systems framework for heritage science. This will in turn be used to promote an innovation culture among researchers and industry willing to explore the business potential of research outputs. The research will be underpinned by a number of leadership development activities including publishing commissioned articles for Research Fortnight and Research Professional. Key outputs from the research will be published on the Science and Heritage Programme website and will include: a database of projects that demonstrate the benefits and impacts of heritage science research; a case study on skills training for heritage scientists and recommendations on how policy could support the development of an innovation systems framework for heritage science.

Platform funding has been of critical value in helping us to retain key staff, to innovate and in providing the flexibility to be adventurous. We have also been able to enhance our knowledge exchange/transfer work and international collaboration. This has been reflected in the quality, growth and range of our activities. The Platform funding thus enabled us to establish a multi-disciplinary, world-leading research group which has dramatically increased in size, resulted in world leading academic publications, seeded a new Institute (Energy), developed new methods of interdisciplinary and systems working and won international prizes. CBES was submitted to and awarded the highest percentage (35%) of world leading rated researchers of any UK university in the 2008 Research Assessment Exercise (RAE) - Architecture and the Built Environment Panel. Building on the work directly supported or indirectly facilitated by the current Platform Grant, and also responding to new opportunities, the strategic direction of this continuation proposal represents a step change for CBES. During the period of the current Platform Grant, CBES was primarily interested in developing multi-disciplinary solutions to the practical problems of designing, constructing and managing environments within and around buildings. In the next quinquennium we will strengthen our world-leading position. We propose a strategic programme of activity in a timely new research direction - the unintended consequences of decarbonising the built environment . We aim to transform understanding of this urgent issue that will have enormous impact internationally.In order to predict the possible future states of such a complex socio-technical system, conventional scientific approaches that may have been appropriate for systems capable of being analysed into simple components are no longer applicable. Instead, we need to bring radically new approaches and ways of thinking to bear. We need to develop and extend our multi- and inter- disciplinary ways of working and be informed by modern complexity science. The initial Platform grant has helped set up a group that includes building scientists, heritage scientists, economists, systems modellers and social scientists. The renewal will enable the group to focus on this urgent problem, to develop appropriate research methods and help develop real-world solutions within the required timescale. The number of Investigators has increased from 11 at the start of the existing Platform Grant to 13 in the renewal - a vital expansion to enable the inclusion of a wider range of disciplines. Nevertheless, facilitated by Platform funding, we will now need to form a whole new set of additional alliances to support the development of our proposed work.One of the key achievements of the current Platform Grant has been the spinning off of the newly formed UCL Energy Institute (EI). CBES is thus ideally placed to benefit from the extensive and diverse range of energy demand reduction work at the EI. However, the EI is not funded to study unintended consequences and this Platform renewal will thus perfectly complement EI activity. Via Platform funding and in partnership with the EI, CBES aims to develop a new concentration of world-leading research excellence in this field. We will establish a regional hub for research collaboration with local universities which will ensure that benefits from Platform funding are felt more widely than UCL alone.

Bringing together evidence from in-depth historical analyses, the re-use of existing quantitative data and new qualitative research on the detail, dynamics and significance of 'everyday participation', it will create new understandings of community formation, connectivity and capacity through participation. Orthodox models of the creative economy and ensuing cultural policy are based on a narrow definition of cultural participation; one that captures formal engagement with traditional cultural institutions, such as museums and galleries, but overlooks other activities, for instance community festivals and hobbies. This frame, founded historically on deficit based assumptions of the logics for state cultural support, misses opportunities to understand the variety of forms of participation and their (positive and negative) consequences. We argue that by creating new understandings of the relationships between everyday participation, community and cultural value, we will reveal evidence of hidden assets and resources that can be mobilised to promote better identification and more equitable resourcing of cultural opportunities, generate well-being and contribute to the development of creative local economies. The central research questions are: - How, historically, did we arrive at the definitions, fields of knowledge and policy frames informing notions of cultural participation and value today? - What are the forms and practices of everyday participation - where do they take place? How are they valued? And how do these practices relate to formal participation? - How is participation shaped by space, place and locality? - How are communities made, unmade, divided and connected through participation? - How can broader understandings of value in and through participation be used to inform the development of vibrant communities and creative local economies? - How do we reconnect cultural policy and institutions with everyday participation? Using a variety of methodologies, including historical analysis, qualitative work with communities of practice and use, and the reanalysis of existing data on participation and time-use, this project focuses on six contrasting 'cultural ecosystems' to investigate the connections between multiple understandings of community (geographical, elective, identity based etc), cultural value, 'cultural economy' and everyday participation. The findings from the situated case studies will inform four partnership-operated trials of new policy interventions or of professional or community practices. Throughout the project research will be integrated with key partners, stakeholder cultural and community organisations in order to evolve better, shared understandings of everyday cultural participation and the implications of this for policy makers and cultural organisations at national, local and community levels.

The second Platform Grant underpinned the development of a strategic programme of fundamental research aimed at understanding the unintended consequences of decarbonising the built environment, enabled CBES to become a world leader in this area and seeded three new UCL Institutes (Environmental Design & Engineering, Sustainable Heritage and Sustainable Resources). Supported by a third Platform Grant, our vision for CBES is now to transform scientific understanding of the systemic nature of a sustainable built environment. In a recent award-winning paper, resulting from our work under the current Platform Grant, we identified over 100 unintended consequences of energy efficiency interventions in homes. Taking moisture as just one example, we can demonstrate why a systems thinking approach is now so vital. By 2030, it will be government policy that every home in the UK will benefit from measures to improve energy efficiency. This is approximately 25 million homes - all our homes will be affected in some way. The total cost will be ~ £10 billion a year. The UK only has the chance once to do this correctly. Unfortunately, it is now clear that we are not dealing with these complex issues correctly. For example, a recent low energy refurbishment of ~400 dwellings in the north of England has had a 100% failure rate due to disastrous moisture issues which will cost millions to rectify. This has huge implications for the entire decarbonisation plan, for the health of the building occupants, for the communities involved and for the economic value of these properties. For the issue of moisture therefore, we have taken the decisive step to set up the new 'UK Centre for Moisture in Buildings' to link building engineering physics, health, building use, quality and process in a coherent way. Our thesis therefore, more widely, is that the built environment is a complex system that can only be successfully tackled via a new interdisciplinary systems thinking approach - performance emerges from the interplay of fundamental engineering and physical factors with process and structure. Such a systems thinking process was piloted in our project 'Housing, Energy and Wellbeing' (HEW) in the current Platform Grant and has led to close collaboration with a very large body of stakeholders from government, industry, NGOs and community groups who provide an invaluable resource for future research. Enabling this new, systemically integrated approach to built environment research will require a major change in the way we undertake our research - this will be a fundamental departure from business as usual. The development of such a novel methodological framework and the associated re-structuring and development of an interdisciplinary research group will involve a strategic, long-term perspective as well as some risk. The flexible Platform funding will be vital here in that it will enable approaches not possible with responsive mode funding. There are also likely to be some key policy changes in this specific area over the next 5 years - Platform funding will enable us to react to research opportunities in a timely manner and dynamically maintain research leadership in the field. The careers of CBES team members will be managed and developed through strategic action. Career development activities specifically enabled by Platform funding will include: (i) a new series of regular 'systems thinking' workshops to develop personal research agendas within our broader system of research; (ii) new industrial/policy mentoring via secondments; (iii) new skills training for staff through external training courses; (iv) enhanced stakeholder engagement via our unique series of regular workshops.
