    International Telecommunication Union (ITU) at the Radio-Communication conference in Geneva (RRC-06) made a decision that all European countries (including countries of the former Yugoslavia) have obligation to change analogue TV and Radio broadcasting with digital no later than 17 June 2015.Trough digitisation of analogue terrestrial television, frequency spectrum become free for purpose of digital television and various digital services such as digital radio with supplement services, digital mobile TV and other mobile services with multimedia content.Nowadays, in many European countries digitisation of television and radio with many other digital services has completed. Southeast European countries: Serbia, Montenegro, Romania, Albania and Greece are in the process of digitisation, while Bosnia and Herzegovina and Kosovo (UN Resolution 1244) has not yet begun the process of digitising.Main reason why digitisation has not yet started is the lack of experience and insufficient number of experts and professionals in field of Digital Broadcasting and Broadband Technologies (DBBT).The project addresses the need for introducing master study programme for education of experts in the field of DBBT. The appropriate laboratory should be equipped with various software for calculation of digital signal coverage area and Digital Multimedia HDTV and Radio studio.The expected output is implementation of master study programme in the field of DBBT with courses defined and laboratory equipped. The curriculum created during the project will also include training of qualified specialists in the process of digitising, maintaining digital systems, and the introduction of new technologies and services of digital broadband and broadcasting like: IP and wireless networks, creation of interactive multimedia applications on smart phones and tablets, performing Network modelling, static and dynamic information encoding etc.

    Dual Education is a unique education model, which combines classroom-based education with work experiences. Aiming to improve the relevance and effectiveness of education, meaning that education has to provide graduates with competences required by employers and job market, Serbian Government is giving high priority to implementation of Dual Education. This project has to specify a generic, flexible Dual Higher Education (DHE) model to be implemented in Serbia, after testing different derived specific models during their pilot implementations. Some sectors, such as IT, need to employ students due to the lack of IT graduates. Other sectors are expecting graduates to have competences more in line with their needs. After analysis best practices in Europe and worldwide, and after interviewing interested companies in Serbia what DHE models are the most suitable to them, the project will specify a flexible and generic DHE model from which different specific DHE models could be derived and implemented according to companies requirements. The project plans to propose amendments to the corresponding legislation (Law on Dual Education, Law on Higher Education, Labour Law) and to accreditation standards. The selected DHE models will be tested during their pilot implementations by all Serbian HEIs participating in the project and with companies - its associate members, during the second half of this 3-years project. At the end, a survey and interviews of companies with and without DHE students will identify benefits of introducing DHE in Serbia. Proposals of amendments to DE and HE legislation and accreditation standards, based on the developed and tested DHE model, as well as guidelines for DHE implementation offered to HEIs and companies, are expected project outcomes. They will have a significant impact to the relevance and effectiveness of higher education in Serbia, as more graduates will have competences needed by employers.

    Pro-VET will introduce a systematic approach to, and an open platform for, initial and continuous professional development of VET teachers, trainers and mentors in both school and work-based settings for Serbia and Russia. Pro-VET will address the challenges of the educational quality, relevance, delivery, and management of the VET systems and help to build confidence in the industry on the development of the VET systems. Pro-VET will provide opportunities for pedagogical skill development and increased work-life relevance and collaboration with proven European approaches and methodologies in VET in Serbian and Russian languages.Pro-VET will build and capacitate a VET-Educators’ Training Network (VET-ETN) on the basis of 8 partner insitutions in Serbia and Russia that will strengthen European approaches in systems of VET and HE connected with VET teacher training in their respective countries. The capacity building actions will upgrade the ICT skills and facilities of teacher trainers as well as expose the trainers to European pedagogical practices and policies in VET. VET-ETN will facilitate admittance to these knowledge and skills for Serbian and Russian speaking world via an open access e-learning platform. The key activity of VET-ETN is the provision of in-service training opportunities for VET teachers. VET-ETN is capacitated with a process to develop new courses to target group needs and has MoU agreements with min. of 60 partners of VET providers, qualification agencies and companies. Pro-VET aims to engender policy learning via the introduction of transferable practices in VET policy and approaches that can be adapted to the partner countries’ VET systems. The policy learning consists of policy dialogue with ministries and VET sector, benchmarking and analysis of data from trained VET teachers (450 take part in the in-service training courses). It will result in national roadmaps for VET evolution and a Position Paper presented in National Conferences.

    Dynamics of the labour market force both employees and unemployed to adopt their qualifications to employers’ new needs. Part-time studies (PT) aim to provide, to mostly adult employed students, appropriate modes of study. Short cycle higher education programs (SCHE) provide mostly professional studies, lasting up to two years, aiming to prepare students for specific jobs. They are suitable to students that cannot get bachelor degrees and want to get qualifications for employment. This project aims to propose, currently missing, the legislation framework for both PT & SCHE studies in Serbia (EQF Level 5). Two project partners, authorized for HE legislation (Ministry of Education, Science and Technology Development, and National Council of Higher Education) will be actively involved in this project. As PT & SCHE adult students have different starting knowledge and skill levels, the project aims to adopt a specific personalized e-learning system, allowing each student to configure his online lessons, selecting only needed knowledge units (learning objects). Each online lesson will have a specified learning and assessment process, managed for each student separately. These innovations will optimize learning paths of students according to their current knowledge, learning styles and specified learning outcomes.The proposed concepts, legislation and pedagogical and technological approaches for PT & SCHE studies will be tested and analyzed using pilot implementations of five PT & SCHE programs, realized in both face-to-face and online modes of learning. After first year of the pilot implementations, a detail analysis of its effects will be elaborated and reported, and implementation guidelines will be offered to HEIs interested to design new PT & SCHE studies. Expected impacts: wider access to HE, increase of enrolled students, increase of employment, lower staff costs (no overqualified employees), qualifications of employees are more in line with needs of new job

    The WaMPPP project wishes to address the slow progress in environment protection (Chapter 27), especially in the field of waste management. Serbia still produces excessive amounts of all kind of waste (mostly dumped in landfills) and manages hazardous waste by inappropriate means. Insufficient efforts have been made to tackle the problem, possibly hindering the Serbian accession to the EU. Low appreciation of environment issues and lack of WM experts are among many contributing factors.The project shall enhance education and training of current and future Serbian workforce in the field of waste management (WM), thus contributing to capacities of both vocational HE stream and the growing WM industry. It will also contribute to raising the awareness in society about the importance of the overall WM process and its possibilities in the development of society and reduction of poverty.Specific objectives include:- development of modern curricula and syllabi, based on real needs for a competent workforce in the WM sector,- creation of a sustainable model of students’ industrial placement through expanded partnerships with business entities,- utilization of ICT technologies for modern training courses, for networking of interested stakeholders and for provision of a plethora of WM-related information, - facilitation of open-access opportunities for continuous professional development of employees in the budding WM sector, - conducting campaigns to inform on growing problems of waste generation and positive opportunities in WM.Project outputs should benefit various groups in society:- graduates with modern knowledge will fill gaps in the labor market,- staff of project partners will be amongst preachers of environmental awareness,- current and future enterprises will utilize the open access to modern WM knowledge,- informal sector and deprived social groups, through information on possible job creation that will come as WM sector grows.
