The New Delivery Model established in Regulation EU 2115/2021 entails significant changes to Common Agricultural Policy (CAP) governance with the introduction of Strategic Plans and new monitoring, review and evaluation requirements. The CAP is expected to contribute significantly to the Green Deal’s ambitions, securing the achievement of sustainability and resilience goals for the EU’s Agri-food systems. Innovative governance models are essential to enable result-based policymaking to deliver the best policy pathways to facilitate the green transition. Tools4CAP will (1) support the implementation of National Strategic Plans 2023-2027, and (2) lay the foundations for sound preparation of Post-2027 Strategic Plans. Accordingly, Tools4CAP establishes a flexible and participatory Coordination & Support Action designed to boost learning, exchange processes, and adoption of innovative solutions and good practices for the design, monitoring and evaluation of CAP Strategic Plans. Tools4CAP’s methods and tools will cover three key areas: (1) quantitative modelling tools for ex-ante and ex-post evaluations, (2) participatory and multi-governance decision tools, and (3) novel data and monitoring solutions. The project will deliver a comprehensive inventory of methods and tools used in the 27 Member States, methodological guidelines on innovative solutions and a Handbook of good practices. Results will be integrated in a Capacity Building Toolkit, designed to enhance science-policy interfaces. Tools4CAP utilises a Stakeholder Engagement Platform to boost bottom-up adaptation of innovative methods and tools. It will establish a Replication Lab to demonstrate their use in 10 Member States and to promote their uptake across the EU-27. The project will also set up a Capacity Building Hub to help end-users (ministries, management authorities, paying agencies, other stakeholders) reinforce their capacity to use innovative tools, including models used by the European Commission.

Europe is warming faster than any other continent, with 2023 being the hottest year on record. This rapid Climate Change (CC) increases the frequency of extreme weather events, such as floods, wildfires, and droughts, endangering people, infrastructure, ecosystems, and the economy. From 1980 to 2020, climate disasters cost the €12 billion annually, and future hazards could raise this figure to €170 billion per year. In response, the European Commission (EC) has enacted policies like the European Green Deal (EGD), the European Adaptation Strategy, and the European Mission on Adaptation to Climate Change (MACC), all aiming to boost resilience, particularly in rural areas that are disproportionately vulnerable due to their dependence on natural resources and exposure to diverse climate risks. Rural areas, especially Remote Rural Areas (RRAs), face even greater obstacles like lower institutional capacity, underinvestment, and depopulation, limiting their ability to adopt climate adaptation measures. Covering 50 % of the European Union (EU)'s rural territories, RRAs urgently need empowerment to tackle CC effectively. GRACE project focuses on addressing the needs of rural and small and medium communities localised in EU RRAs to adapt and build resilience against CC, by strengthening their capacities and empowering them to become actors of change and take transformative action. A consortium of 27 organizations from 16 countries implements the project, with 5 Demonstrator Regions (DRs) in Austria, Denmark, Italy, Portugal and Sweden co-developing innovative solutions centered on nature-based approaches. These solutions are designed to deliver multifunctional, place-based social, environmental and economic benefits. In addition, circular economy principles will be embedded within these solutions to promote sustainable resource use, regenerative practices, and closed-loop systems, further enhancing local adaptation capacity. At the same time, the project will enhance local socio-economic activities, promote circular business models, maximize the value of natural capital, and help mitigate the challenges of depopulation and aging in RRAs. 5 Replicator Regions (RRs) in Greece, Ireland, Latvia, Slovakia and Ukraine will prepare for adopting the innovations developed by the DRs. Finally, GRACE will also engage Observer Regions (ORs) to follow and potentially replicate these solutions, fostering widespread CC adaptation across Europe’s rural areas. By integrating Nature-based Solutions (NBS), digital technologies, and inclusive community participation, GRACE will catalyze transformative adaptation in EU rural territories, ensuring that RRAs can successfully navigate climate challenges ahead and secure a sustainable, climate- resilient future.

The results are complementary and enable farmers to implement new, innovative processes at their farms.<< Results >>The project will provide learning materials on Climate Smart Farming and the successful transformation of agricultural businesses. Participants and national and European networks of the partner organisations will make themselves familiar with the concept of Climate Smart Farming. As an outcome, more farms are applying sustainable and resilient farming techiques contributing to the diversity and viability of the agricultural sector.

EU's agricultural and forestry land provides a wide range of public goods (PG) and ecosystem services (ESS) on which society depends, yet land use decisions and society often under-value these . PEGASUS will develop innovative, practical ways of making PG and ESS concepts accessible and operational: it will identify how, where and when cost-effective mechanisms and tools for policy, business and practice can most effectively be applied, increasing the sustainability of primary production in pursuit of the EU2020 vision of 'smart, sustainable and inclusive growth'. Recognising that the appreciation of PGs is context-dependent, PEGASUS uses social-ecological systems as an analytical framework to explore systemic inter-dependencies among natural, social and economic processes. It will adopt participatory action research with public and private actors and stakeholders to better understand the range of policy and practical challenges in different case study contexts (localities, sectors, management systems, etc.). An EU-level spatially explicit assessment of causalities between socio-political and institutional drivers, different land management systems and multiple delivery of PG will be complemented by fine-grained analysis within the case studies, and comparative meta-analysis will be applied to develop an operational framework for mapping, valorising and determining what PG and ecosystem service (ES) provision is needed and feasible within particular territories and sectors. New data-sets, transferable methods and tools that are fit-for-purpose and sensitive to the plurality of decision-making contexts will be generated. By improving recognition of the social and economic value of PG, PEGASUS will promote improved and innovative approaches to their provision by businesses and communities, and highlight specific policy improvements. It will provide specific advances in CAP, forestry and other relevant policies, underpinned by strong scientific evidence.
