Thus, paving the way for a sustainable and competitive Blue Bioeconomy in Europe. The goal is to identify new and improve existing ways of bringing bio-based products and services to the market and find new ways of creating value in the Blue bioeconomy. The objectives of BlueBio are to establish a coordinated R&D funding scheme that will strengthen Europe’s position in this complex economic field in a global market. This will primarily be achieved by engaging funding agencies to implement a co-funded call focusing on Blue Knowledge and technological developments to respond to needs and gaps for R&I. The consortium has committed budgets making a strong co-funded call leveraging well the Commission's requests. BlueBio builds upon the networks, achievements and strategies obtained in the COFASP and ERA-MBT ERA-NETs and JPI Oceans, and will leverage the JPI Oceans role as a coordination platform. The consortium aims to implement 2-4 additional calls, developed through stakeholder engagement, and identifying new funding initiatives. BlueBio will implement a range of related activities which can add value to the cofounded projects and better address the impact of R&I projects. BlueBio will enhance valorisation from the actors in the Blue Bioeconomy sector, identify and address R&I needs of industry and society. Communications activities will support BlueBio and the funded projects to realise tangible impacts. Emphasis will be placed on the creation of pre-commercial outputs aimed at accelerating commercialisation and competitive deployment. BlueBio's directions and legacy will be informed by strategic forward-looking processes involving all stakeholders in identifying needs and gaps along the value chains.

Acknowledging the diverse and uneven capabilities and levels of institutionalization of R&I foresight across Europe, our Consortium builds on the experience of its 17 partners in order to coagulate existing energies and amplify them. The project’s goal is to nurture and mature an R&I foresight community with expanding levels of inclusiveness (from foresight experts, to foresight beneficiaries, to thematic experts and the broader audience of foresight enthusiasts, including civil society and citizens) and progressive levels of integration (from mapping organizations and experts, to sharing results, to developing shared capabilities, towards a collective intelligence). To this end, the project methodology is aimed at (i) consolidating the mutual learning and sharing of practices among foresight practitioners and R&I policy-makers, (ii) harnessing the expertise of thematic experts for the benefit of the community, (iii) mobilizing stakeholders in joint pilot activities and (iv) engaging an active, broad audience in co-creating and deliberating future imaginaries. Operationally, the project will establish and advance an online platform as the strategic home base of the community, with its resources and capabilities; engage relevant stakeholders in tailored face-to-face interactions; and promote futures thinking through educational and inspirational materials.

Technically, this will be achieved by combining elements of key enabling technologies like nanotechnologies, photonics, robotics, advanced materials and information technologies to get smart medical devices and smart nanomedicines. However, the translation of the preclinical proof of concepts to the market via clinical validation, regulatory approval, and approval for reimbursement by the healthcare systems, requires a more integrated and streamlined ecosystem with less barriers between stakeholders and steps. Following their successful experience in the past 12 years of development in nanomedicine and medical technologies, ETPN and the seven other partners of NOBEL are merging their networks to set up a coherent, robust and unique ecosystem where information flow will improve awareness all along the value chain right up to the market access. It develops interactions, cooperation and implementation of complementary actions at local, regional, national, European and even international levels. The building of this ecosystem is based on two main pillars: a joint vision of the strategy for the future (roadmapping) and a high cohesion and interrelationship among the members of the ecosystem. One of the most significant and impactful outputs of this inclusive efficient ecosystem is the tangible acceleration of the development and industrialization of innovative SMEs in nanomedicine and medical technologies. This will impact the renaissance of EU economy by creating jobs and value in Europe. NOBEL will be unique in building the most efficient network of connections and synergies all along the value chain of Nanomedicine and healthcare technologies in Europe.
