    This proposal builds on the findings from a two-year AHRC funded research project which was undertaken between 2019-2021. It examined how and why, despite a long-standing international discourse about participation, approaches to increase cultural participation have largely failed to address social inequality in the subsidised cultural sector. It further examined why meaningful policy change has not been more forthcoming in the face of such apparent failure. What we found was the extent to which a culture of mistrust, blame and fear between artists, organisations, funders and the public has resulted in a policy environment that engenders overstated aims, accepts poor quality evaluations, encourages narratives of success and is devoid of meaningful critical reflection. In our academic research outputs we argue that this absence of transparency and honesty limits the potential for "social learning" (May, 1992) which is necessary for greater understanding about the social construction of policy problems, something which is a precondition to any radical change in policy. We offer suggestions as to how failure might be better acknowledged, learnt from, and acted upon by policy makers, funders and art organisations and have developed frameworks and tools which are intended to be of practical use to those working within the cultural sector, in particular those involved in policymaking and grant distribution, but also to evaluators and managers of participatory programmes. By employing participatory research approaches during our earlier research process and co-creating knowledge with our research participants, we have given policy makers and practitioners a real stake in our research. As a result there is a strong appetite from the cultural sector to test our research findings in practice. We have already had requests from a number of evaluation consultants, policy makers and arts networks to work with them to embed our recommendations in practice. Some of these are represented in letters of support attached to this application. This proposal therefore seeks funding to support a number of initiatives to test and develop the recommendations, frameworks and tools designed out of our research in policy and practice. It will do this by working in collaboration with industry, including cultural practitioners, cultural policy makers and evaluators on a number of case studies of learning from failure. It will also build new audiences for the research through feasibility studies with health workers as well youth work and community services to test the applicability of our findings on other parts of the public sector. Funding therefore would specifically be used to - support at least 6 champions from different locations and/or different parts of the arts sector to extend the reach of our research by facilitating opportunities for their networks to discuss failures openly - partner with a targeted group of funding organisation to embed our approach in policy - partner with at least 2 organisations outside the cultural sector to test the transferability of our findings to new audiences - deliver a media campaign to raise awareness of our research - encourage more open conversations about failure to take place by arranging a 'Failspace' conference for cultural sector professionals - create an online repository of 'Failstories' that will act as a longer term legacy of the work

    By the middle of this century, two thirds of the world's population will be urban - equivalent to around 6.3 billion people. Mismanagement of these urban areas will adversely affect the health and well-being (i.e. how people experience their lives and flourish) of the population, and lead to social and environmental injustice. It has long been recognised that good quality cultural, social, built and natural environments within cities provide benefits in terms of health, well-being and equity of urban residents. Conversely, poor quality environments negatively affect the health and well-being of citizens and have negative economic consequences. With increasing urbanisation and changes in climate, the built, cultural, social and natural environments within cities will come under further pressure. While the relationships between selected environment quality parameters, such as noise and air pollution and health, have been well characterised, relatively little is known about the relationship between other quality measures, or endpoints, of economic and societal well-being and health. A major reason for this limited understanding is that while much data on city environments exist, this is fragmented across numerous data owners, is not joined up or at suitable granularity. As these existing datasets have been collected for other reasons, they are not always in a form where they are useful for a wide variety of purposes or for future needs. Data on some important parameters simply does not yet exist. Additionally, specialists in the different disciplines needed to tackle these complex issues often work in isolation. By bringing data together, breaking down barriers across research disciplines and exploiting and developing new monitoring, modelling and analytical technologies (e.g. wireless sensing networks, wearable devices, drones, crowdsourcing, 3D models of cities and virtual reality), it should be possible to provide a holistic analysis of the quality of the environment with a city that can be used by many different stakeholders (e.g. researchers, policy makers, planners, businesses and the public) to address their needs. This holistic analysis will then provide us with a better understanding of how to manage city environments and will provide long-term benefits to citizens and the economy. The York City Environment Observatory (YCEO) initiative will address this major knowledge gap by providing a framework, tools and conceptual models at the urban scale that can be rolled-out to assist with governance of environments in York and other cities in the UK and around the world. In this diagnostic phase project, experts from a diverse range of sectors and disciplines, will work together in a holistic way to design and lay the groundwork for establishing the YCEO. The consortium will work with a range of stakeholders and look to the past, present and future in trying to diagnose and predict environmental issues for York and their associated human health and well-being and economic impacts. We will build on York's strong track record in open data and combine data and models in order to do this. This diagnostic project will allow us to develop a prototype design for the YCEO, to be implemented within the next five years and a roadmap for achieving this. The YCEO will be designed to provide the evidence-base for making decisions on how best to manage and enhance the social, cultural, built and natural environment across city systems now and into the future, and in this way, improve the health, well-being and equity of citizens and the economy of the city. The YCEO will also aid local, national and international stakeholders (including planners, businesses, residents and community groups) to come up with low cost and innovative solutions to a range of problems identified as part of this diagnostic phase of the Urban Living Partnership.

    To realise the transformational impact of digital technologies on aspects of community life, cultural experiences, future society, and the economy, the RCA proposes to host a DE Network+ focused on digital interventions that would create 'the conditions to make change' towards a sustainable post-industrial society - where the 'product' is the experience, where experiences promote human wellbeing and personal resilience, where the digital interventions are sustainable and promote societal resilience. To achieve a sustainable society, citizens require agency to control the impact they have on the natural environment. Therefore, an Ecological Citizens (EC) Network+ sustainable digital society would use digital technology to: Decouple the use of materials resources from economic development; add value to products through experiences and services; give citizens agency to take care of their environment (relating to waste reduction and reuse, energy generation); give citizens agency to design their own experiences involving products, which promote wellbeing, learning, self-advancement; enable experiences that empower citizens to do, to make, to repair, to learn, to create, to connect, to communicate, to interact, to understand, to share, to enjoy. This Network+ foresees the next move in technological interventions is in creating and implementing "the conditions to make change", i.e. the experiences and interactions, and digitally networked societal actors that enable sustainable transitions for societies and communities. To enact this vision, this proposal focuses on a model of 'distributed everything' - knowledge and know-how, design, materials flows, fabrication and hacking, energy generation - as the fundamental societal transformations that are needed to achieve sustainability require a re-examination of how knowledge is produced and used. Co-production of research is a key mechanism for improving the knowledge required for the fundamental societal transformations needed to achieve sustainability [1], and is central to the approach of the EC Network+. With leading partners, we will inform a truly sustainable 'digital society', built within communities, ensuring legacies through ambassadors, and setting agendas for future transdisciplinary research teams. The EC Network+ will provide a scaffolding to spawn new projects about sustainability at a range of scales (Village, Town, City). This collaborative trans-disciplinary approach is essential for tackling our unprecedented environmental challenges. The network will be built through activities including pump priming, collaborative residentials, learning webinars, strategic roundtables, media and communications, reports, podcasts, and a micro funding scheme. The academic consortium covers the core areas of computer science, sustainable engineering, human-centred design and citizen science. Led by the Royal College of Art (RCA), this proposal builds on Dr Phillips' My Naturewatch, a DIY wildlife camera project that engaged 3 million+ people with UK based wildlife, the circular economy work of the RCA's Materials Science Centre (Prof Baurley), the sustainable engineering and physical computing expertise of the Faculty of Arts, Science and Technology at Wrexham Glyndwr University (Prof Shepley), and expertise in citizen science and policy of the Stockholm Environment Institute at The University of York (Dr West).
