This research focuses on educational disadvantage policy at the level of the school and first of all answers the questions which policy schools have for primary education, what choices they make, what goals they focus on and what the underlying reasoning is. The possible influence of municipalities and school boards is also made visible in the study. Secondly, the views and working methods of schools are tested against what is known from the research literature on how to combat educational disadvantage, in order to determine the extent to which the activities that schools undertake can be scientifically substantiated.
